Program Objectives The Youth Council is seeking program providers that demonstrate consistency with the requirements of WIOA, and the goals of the Durham Workforce Development Board. An effective youth program will be recognized by the provision of the following services: Most At-Risk Safe, Supportive, and Accessible Outreach and Family Inclusion Youth Engagement Collaboration Youth Development Accountability

Target Population The Durham Workforce Development Board (DWDB) is seeking programs to serve eligible youth between the ages of 16 and 24 who are most in need and can most benefit from WIOA services: Out-of-school youth High school drop-outs Runaway and homeless youth Youth in foster care (particularly those aging out of foster care) Court involved youth Children of incarcerated parents Youth with disabilities

Framework Available Funding Bidders should base their proposal budgets on PY15 Framework figures $325,000 This amount may change based upon funding availability

Program Element Available Funding Exact Amount is Unknown – but we are looking for the following per participant costs: – $2,000 per participant for GED/Alternative Secondary School Education – $1,750 per participant for Leadership Development – $1,500 per participant for mentoring – $1,750 per participant for tutoring/ study skills

Performance Measures Placement in Employment /Education/Training The number and percentage of participants who are in education or training services or who in unsubsidized employment during the 2 nd quarter after exit Retention in Employment/Education/Training The number and percentage of participants who are in education or training services or who in unsubsidized employment during the 4 th quarter after exit Earnings The median earnings of participants who are in unsubsidized employment during the 2 nd quarter after exit. Credential Rate The percentage of participants who obtain a recognized postsecondary credential, or a secondary school diploma or its recognized equivalent during participation or within 1 year after exit See Next Slide

Performance Measures cont’d In-Program Skills Gain The percentage of participants who, during a program year, are in an education or training program that leads to a recognized postsecondary credential or employment and who are achieving measureable skill gains toward such a credential or employment Provide anticipated outcomes for services described. Applicants must clearly indicate the number of people to be served and expected outcomes for the proposed program. What outcomes will be achieved in year one? How will you evaluate the effectiveness of your program? Describe partner commitments to provide data needed to evaluate program effectiveness.
