Developments in Denmark and looking ahead Taskforce on Road Freight Statistics, 2 nd meeting, January 28, 2016 Peter Ottosen

On-going development projects  Mapping alternative business data sources  Developing a mobile data collection application for smartphones/tablets 2

Mapping alternative data sources  External consultancy doing the work  Interviews with transport companies, industry associations, government bodies, providers of IT solutions for the transport sector, etc.  Focusing on fleet management systems, GPS, tachograph and electronic consignment note  Looking at availability, content coverage, legal issues, etc. 3

Preliminary results as of January 26  Interviews concluded to take stock of available data sources and their potential  The most promissing solutions are integrated management systems that integrate fleet management systems and GPS and in some cases an order management system/electronic consignment note  The cost in companies are insignificant when asking enterprises; high when asking industry associations  Potential for investments in enterprises in new reporting methods is quite low  No ”perfect” data source available – some assumptions and data manipulation/imputation must be done  Have more than one tool in the toolbox 4

Main findings (in Danish) 5

Mobile application  The main purpose is to ease the data collection for data providers  The sampled unit is the vehicle and responsible data provider is the enterprise using the vehicle – the task of filling in the questionnaire is often delegated to the driver of the vehicle  Moving away from paper questionnaires to web questionnaires only add a second work process in the enterprises where the filled paper templates need to be registered in the web questionnaire 6

Features  Developed for iOS, Android and WP8  User interface developed first for Android – adjusted to iOS and WP8 afterwards  Use built-in GPS for position  Minimize data traffic – not required on-line access all the time  Not tracking GPS all the time  Only access to the App through Statistics Denmarks homepage  Data uploaded to same database as web questionnaire  One-way communication with sensitive data – challenge: change of driver 7

Current status of development  The APP is currently in internal test  External testers are being found – positive response  External tests expected to be finished end February  The App is expected to be up and running in March – ready for second quarter reporting 8

Presentation of the App  Here some slides or a link will be added to show the App 9

Task force conclusions  The road freight statistics in the basic model in the form most common i MS suffer from shortcomings  To obtain higher quality, we need to augment or replace the basic data collection (cf. Austria, Sweden, Netherlands)  Basically the problem lies in the quality of collected data – essentially concealed complete or partly missing data 10

Methodological approach  Methods applied today  Direct burden of proof (copy of tachograph – Austria)  Extensive reductions in burden and use of assumptions and imputation (Simplified questionnaire – Netherlands)  Use of business data (XML data from large enterprises – Netherlands)  Ex post correction (Stand-still survey – Sweden)  Future methods (within current legislation)  Data collection (simplified?) using mobile technology 11

The output from the task force  Detailed catalog of approaches including implementation descriptions  Establish common imputation rules to use in simplified questionnaires (e.g. imputation of distance from origin and destination adresses)  Methodology in case of mixed data collection (complete business data for some and survey among other)  Other? 12
