Primary Challenge Maintain green status by assuring that best practices are sustained and diffused throughout agency as well as shared externally. Last Week The Office of Human Capital Management met with the National Association of Colleges and Employers to discuss NASA corporate college recruitment activities for the upcoming year. This Week No significant items to report. Develop a “green” plan acceptable to OMB. Primary Challenge Maintain the momentum for the NASA Shared Service Center (NSSC) and the LaRC competitive sourcing actions. Anticipated Next Steps At this time, NASA expects to achieve “green” status no later than the 4 th Quarter of FY Last week The NSSC Executive Director and Transition leads visited LaRC on October 14th and held meetings to raise the Center- level awareness of NSSC, provide status, discuss next steps, gauge the employees’ understanding, resolve issues and concerns, and explain the Center requirements. This week Information is due to the Agency Competitive Sourcing Team from the Centers and the HQ Office of Public Affairs in response to our data request. This is the first step in initiating the studies identified in the Agency's "green" competitive sourcing plan submitted to OMB. Primary Challenge Maintain green status by delivering on Proud to Be commitments and assuring that best practices are sustained and diffused throughout agency. Last week Completed final clean up actions in NASA Budget System. Distributed first draft of NASA 2005 Strategic Plan for comment. Completed final PAR Part 1 for review by the Administrator’s Office. This week Briefing the proposed NASA Budget Process to CFOs and RMOs at the CFO Summit. Distributing draft of PAR Part 2 for comment/edits. Primary Challenge New IT security initiatives needed to correct Agency infrastructure weaknesses; restructuring IT security planning structure and management. Anticipated Next Steps Maintain Green: 12/2004 Revise all NASA IT Security policies and requirements to be consistent with National Institute of Standards and Technology (NIST) guidance and standards. Last week The annual Federal Information Security Management Act (FISMA) report, a joint effort by the OCIO and the OIG, was delivered to OMB on 10/6. This week Meeting on 10/12 with Sandra Kerr of the GAO to review the transactions, contributions, and funding status of NASA’s current E-Government participation. Improve NASA’s overall financial management through implementation of the 10 step NASA Financial Management Improvement Plan (NFMIP). Primary Challenge Improve data quality in the new accounting system, establish internal controls, and regain an unqualified audit opinion. Anticipated Next Steps System produces accurate financial data on demand, demonstrate system is in compliance with FFMIA, and Auditor expresses an opinion on financial statements. Last week Fiscal year 2004 was closed and year-end financial statements were delivered to the independent auditors and IFMP was opened for FY 2005 business. The independent auditors began Center site visits. This Week The CFO summit will be held on October 18th and 19 th. Attendance will include Center CFOs, Office of the CFO leadership, and Mission/Mission Support resource management officers. The independent auditors will continue Center on-site visits. The rebase lining of NASA’s Financial Management Improvement Plan will begin.
