Classes of Mail Module 3

Classes of Mail Delivery standards vary by the class of mail Handing of undeliverable pieces by class Mail class characteristics postage determine the class of mail In order to handle each piece of mail correctly, you must have a general knowledge of different classes of mail. All classes of mail are important, but delivery standards vary according to the class of mail. The class of mail also determines how the mailpiece is handled when it is not deliverable as addressed. Mail class is determined by characteristics and postage paid by the mailer.

Six Carrier Actions Deliver Forward Hold Place in Throwback Case Return to Sender with a reason for non-delivery (when properly endorsed) Place in tub marked UBBM There are six actions a carrier may take with a mailpiece: •Deliver •Forward •Hold •Place in Throwback Case •Return to Sender with a reason for non-delivery (when properly endorsed) •Place in tub marked UBBM (Undeliverable Bulk Business Mail). Authorized personnel will verify and handle as appropriate.

Determining Class of Mail Markings in the postage area Specialized packaging or labeling Periodicals only marked in wrapper or envelope The class of mail can be identified by markings in the postage area of the mailpiece (Except for Periodicals that are not enclosed in an envelope or wrapper) and specialized packaging or labeling.

Express Mail Provides delivery on the next or second day Available 7 days a week, 365 days a year Delivered by 12:00 pm or 3:00 pm depending upon the service commitment and local instructions Guaranteed delivery Price determined by weight and zone of destination Can not be discarded Free envelopes and boxes available Express Mail is the Postal Service’s premium service and is the fastest way to send a piece of mail (up to 70 pounds) to its destination. Other characteristics of Express Mail include: •Provides highly reliable expedited mail transportation and delivery on the next or second day. •Delivery available 7 days a week, 365 days a year to most destinations •Delivered by 12:00 pm or 3:00 pm depending upon the service commitment and local instuctions •Is the only class of mail with a guaranteed delivery time and a refund of postage to the mailer if the delivery time is not met (subject to standards) •The postage price is determined by weight and zone of destination •Can not be discarded •Uses Express Mail Mailing Label •Special mailing envelopes and boxes are available free at post offices and online

Express Mail Services Express Mail Post Office to Addressee Express Mail Hold for Pick Up Express Mail Military (EMMS) Express Mail International (EMS) Express Mail services include: •Express Mail Post Office to Addressee •Express Mail Hold for Pick Up •Express Mail Military (EMMS) •Express Mail International (EMS)

Express Mail Delivery Express Mail is accountable mail and must be scanned at the customer’s house at time of delivery (indicate attempted or delivered) Express Mail is accountable mail and must be scanned at the customer’s house at time of delivery (indicate attempted or delivered).

Express Mail Label Mailer may request waiver of signature Express Mail requires scanning and customer signature on PS Form 3849, Delivery Notice/Reminder/Receipt, unless the mailer indicates waiver of signature on the Express Mail label. If the mailer has opted for a waiver of signature, it will be noted on the Express Mail label. In this instance, scan the mailpiece as delivered and when prompted select yes to waiver authorization. Select yes again to confirm the waiver. Place the mailpiece in the customer’s mailbox.

Identify Express mail Examples of Express Mail These are some ways in which you can identify Express Mail packages. Use of any Express Mail packaging obligates the sender to pay Express Mail postage.

Global Express Guaranteed (GXG) and Express Mail International (EMI) Provides expedited delivery service provided through an alliance with FedEx Express Express Mail International offers fast reliable service with date-certain service to select destinations Global Express Guaranteed (GXG) is available for international service. GXG provides expedited delivery service provided through an alliance with FedEx Express. Express Mail International offers fast reliable service with date-certain service to select destinations.

First-Class Mail Handwriting or typewriting, personal information, bills, and statements of account FCM is protected against postal inspection Postage is determined by weight (in ounces) FCM weighing over 13 ounces sent as Priority Mail With the exception of restricted material, any mailable item, including postcards, letters, flats, and small packages, may be mailed as First-Class Mail (FCM). Items containing handwriting or typewriting, personal information, bills, and statements of account must be sent as First-Class Mail. FCM is protected against postal inspection. Postage for single piece First-Class Mail (FCM) is determined by weight (in ounces). First-Class Mail weighing over 13 ounces is sent as Priority Mail.

Priority Mail is a sub-class of First-Class Mail. and does not require a signature on delivery unless additional postage for Extra Services is applied. Undeliverable Priority Mail must be forwarded if a forwarding address is provided or endorsed with the reason for non-delivery before returning the mailpiece to the sender. Priority Mail can not be discarded. Examples of Extra Services requiring customer signature are Signature Confirmation, Insurance over $200, and Return Receipt.

Priority Mail International (PMI) International shipment of documents and merchandise Delivery within 4 business-days Uses domestic Priority Mail packaging Priority Mail International service for international shipment of documents and merchandise featuring delivery within 4 business-days.

Identify Priority Mail Priority Mail is identified by different markings indicating postage: Computer Postage Stamps Priority Mail is identified by different markings indicating postage: Stamps, meter, computer postage, and PVI PVI Permit Imprint

Periodicals Magazines, newsletters, and newspapers Postage payment is indicated within publication Postage paid through Business Mail Entry office No markings unless enclosed in an envelope or wrapper Delivered the same day as received Forwarded for 60 days Can not be discarded Periodicals are primarily magazines, newsletters, and newspapers. Postage payment is indicated within the publication in an identification statement. Postage is paid through the Business Mail Entry office. Periodicals will not have markings on the mailpiece unless enclosed in an envelope or wrapper. Periodicals must be delivered the same day as received in the office. Undeliverable as addressed pieces are forwarded for 60 days if a forwarding address is on file. Undeliverable as addressed pieces with no forwarding address is on file, are endorsed with the reason for non-delivery and returned to the publisher. Periodicals can not be discarded.

Standard Mail Generally advertising i.e. circulars or flyers; no personal information Two types: Regular and Nonprofit All Standard Mail is presorted by the mailer Low cost makes Standard Mail attractive Minimum mailing: 200 pieces or 50 pounds Curtailed at management’s direction Standard Mail is matter that is not required to be sent as First-Class Mail or Periodicals. It generally consists of advertising such as circulars or flyers and can not contain personal information. There are two types of Standard Mail, Regular and Nonprofit. All Standard Mail is presorted and must be marked as such. Low cost is the primary reason Standard Mail is attractive to our customers. Standard Mail provides economical prices for mailings of 200 or more pieces or 50 or more pounds of mail. Standard Mail may be curtailed at management’s direction using PS Form 1571, Undelivered Mail Report.

Standard Mail Characteristics Must weigh less than16 ounces per piece Includes booklets, catalogs, advertising circulars, lightweight merchandise May include saturation mailings utilizing simplified address Also, Standard Mail: •Must weigh less than 16 ounces per piece •Includes booklets, catalogs, advertising circulars, lightweight merchandise such as seeds, bulbs and other small items or samples •May include saturation mailings utilizing simplified address

Standard Mail Postage Examples Marked “Presorted Standard”, “Standard”, “STD”. “Nonprofit Organization”, or “Nonprofit” Permit Imprint Standard Mail must be marked “Presorted Standard”, “Standard”, “STD”. “Nonprofit Organization”, or “Nonprofit”. •Examples of Permit Imprint, meter, computer postage, precanceled stamps Meter Precanceled Stamps

Location of ASE Below the return address Above the delivery address Left of the postage area and below or to the left of any price marking Below the postage area and any price marking The endorsement must be placed in one of these four positions: • Directly below the return address • Directly above the delivery address area (which includes the delivery address block and any related nonaddress elements such as a barcode, keyline, or optional endorsement line) • Directly to the left of the postage area and below or to the left of any price marking • Directly below the postage area and below any price marking

Undeliverable Standard Mail Properly endorsed Standard Mail sent to Computerized Forwarding System (CFS) or Postal Automated Redirection System (PARS) If no forwarding address on file, endorse with reason it is undeliverable and send to CFS Undeliverable, unendorsed Standard Mail is placed in UBBM If a forwarding address is on file, the carrier will send properly endorsed Standard Mail (and all other classes of mail that can be forwarded) to Computerized Forwarding System (CFS) or Postal Automated Redirection System (PARS). If no forwarding address is on file, endorse the mailpiece with the reason it is undeliverable and send to CFS. Check local procedures for handling this mail. Undeliverable, unendorsed Standard Mail is placed in a container identified as UBBM (Unendorsed Bulk Business Mail). Authorized personnel will verify for further handling.

Simplified Address The address is simplified to Postal Customer, Residential Customer, etc. The carrier delivers one piece to each active delivery on the route May require special handling •The address is simplified to “Postal Customer”, “Residential Customer”, etc. •The carrier delivers one piece to each active delivery on the route •May require special handling

Standard Post Generally contains merchandise Pieces may not exceed 70 pounds Prices are based on the weight (in pounds) and zone Delivery not guaranteed within a specified time; parcels are normally delivered the day they are received in the office Pieces must be marked Standard Post (or SP) in the postage area Standard Post is a competitive retail product whose parcels generally contain merchandise and matter that is not required to be mailed as First-Class Mail or Periodicals. Pieces may not exceed 70 pounds. Standard Post prices are based on the weight (in pounds) and the zone to which the item is addressed. Delivery is not guaranteed within a specified time; however theses parcels are normally delivered the day they are received in the office. Pieces must be marked “Standard Post” (or “SP”) in the postage area.

Undeliverable Standard Post Undeliverable pieces with ACS or change of address order are sent to a central forwarding location Undeliverable parcels without ACS returned to sender with reason for non-delivery Standard Post pieces are not discarded Undeliverable Standard Post with Address Change Service (ACS) or a change of address order on file are sent to a central forwarding location. Undeliverable parcels without ACS should be returned to the sender with the reason for non-delivery. Standard Post pieces should not be discarded.

National Color Code Policy Ensures delivery of mail within established service standards Mail marked with a color code placard. Placard indicates delivery day Placard may not be removed until cased for delivery The National Color Code Policy ensures the timely delivery of mail within established service standards set by the Postal Service. Some of the mail you receive at the carrier case will be marked with a color code placard. This placard will indicate the delivery day for that particular mail. This placard may not be removed from the mail until it is cased for delivery.

Requested In-Home Delivery Dates Honor targeted time period for delivery Meeting delivery expectations builds trust Encourages mailers to market through Postal Service Business mailers often target a specific time period for delivery of their promotional mailpiece for upcoming events. In fact, financial gains are anticipated as a result of the mailing. Honor requested in home delivery dates to ensure that customers receive the mailpiece in time to plan for promotional event. Meeting delivery expectations of our customers continues to build trust in the Postal Service and encourages mailers to continue marketing their products through our organization.
