Reduce the damage to public infrastructure resulting from all hazards. Recognize the connections between land use, storm-water road design and maintenance and the effects from disasters. Ensure that mitigation measures are compatible with the natural features of community rivers, streams and other surface waters; historic resources; character of neighborhoods; and the capacity of the community to implement them.
