Perkins GSilverman 2 Legislation Stresses  Programs of study  Educational pathways in high-skill, high-wage, high-demand fields  Detailed accountability and mandates  Attention to special populations  Must improve performance and data measures

Perkins GSilverman 3 Mandates of Perkins IV (Extension)  Programs of Study (NYS Approved Program model)  Special populations: special ed, non- traditional, ESL, teen parents, disadvantaged  Accountability: measures reported; unmet measures = sanctions, SIRS reporting  Career Preparation and Pathways (See Eric Suhr’s presentation)  Professional Development

Perkins GSilverman 4 Accountability: Secondary Performance Indicators  Academic attainment: ELA, Math + integration in CTE courses  Technical Skills Assessment measures  HS Diploma as per NYS requirements  CTE grade achievement: 75% or better  Graduation rates  Placement work/college/military: where they are after HS – 6 months out  Nontraditional: participation, completion  State performance indicators negotiated with Federal government for evaluation  Perkins and CTEDS 1 and 2 are now combined to one data set in SIRS

Perkins GSilverman 5 Consortia Activities “ Funds allocated to a consortium…shall be used only for purposes and programs that are mutually beneficial to all members of the consortium…such funds may not be reallocated to individual members of the consortium for purposes or programs benefiting only one member of the consortium.”

Perkins GSilverman 13 Major Efforts for 2008 – 13 Emerging Technologies in Industry Academic Achievement: College and Career Ready Special Populations College and Career Ready Meeting/exceeding Perkins benchmarks: data collection and reporting Post-secondary Readiness and Placement Prepare for High Wage, High Skills Career on LI All activities fall into one of these Efforts, data collected, and data reporting assurances required.

Perkins GSilverman 14 Major Efforts Link secondary career education and postsecondary career education; including (re)application for program approval (aka, “Perkins Program of Study”). 2. Program revision to strengthen academic integration and alignment to the standards in the core academic subjects. 3. Providing students with strong experience in and understanding of all aspects of the industry, including technical skill attainment. (Cont’d)

Evaluate and continuously improve CTE programming. 6.
