WRC-15: Agenda item 1.13 >to review No with a view to examining the possibility for increasing the 5 km distance limitation and allowing space research service (space-to-space) use for proximity operations by space vehicles communicating with an orbiting manned space vehicle, in accordance with Resolution 652 (WRC ‑ 12) Background >The MHz band is used today for communications by astronauts conducting EVA operations in the vicinity of the International Space Station. >Proposal was to remove the current 5 km limit and also allow use for space vehicle proximity operations by modification of No

Australia’s position: >Australia supported the single Method to address this agenda item as contained in the CPM Report to WRC-15, and supported the Preliminary APT Common Proposals on this agenda item. >The Method removes the 5 km distance limitation of RR No while maintaining the pfd limits of the footnote for use by space research service (space-to-space) space vehicles communicating with an orbiting manned space vehicle. WRC-15 Considerations: >All input contributions to WRC-15 supported the single proposed CPM method to satisfy this agenda item. >Australia was the APT coordinator for this agenda item. >Given the wide consensus, this agenda item was the first to be concluded at the WRC-15.

WRC-15 Outcomes: >The approved regulatory text removes the 5 km distance limitation of RR No while maintaining the pfd limits of the footnote for use by SRS (space-to-space) space vehicles communicating with an orbiting manned space vehicle. References to extra-vehicular activity were also removed and Resolution 652 (WRC-12) was suppressed as it is no longer required. Conclusion and Future Actions: >Outcome in full alignment with Australia’s position and the APT Common Proposal to WRC-15. >No specific follow-up action required.
