EU context (networks & initiatives) and expectations EU context (networks & initiatives) and expectations Michel Viaud and/or Ingrid Weiss EPIA, Brussels, Belgium WIP Renewable Energies European Policy Core Group Meeting, Berlin, 03 March 2005

Objectives of the EC White Paper “Energy for the Future” (1997) double the share of RES in the EU by 2010 (from 6% to 12%) installed PV capacity of 3GWp in the EU until 2010 The target of the Campaign for Take off of 650 MWp installed PV capacity until 2003 was not reached. European Policy Core Group Meeting, Berlin, 03 March 2005

„Green Electricity Directive“ of the EC Wants to establish a consistent framework for the promotion of electricity generation from RES across the EU. By the end of 2005 the existing national models will be assessed by the Commission in order to draw conclusions for the achievement of political targets and the envisaged harmonisation of national support systems. European Policy Core Group Meeting, Berlin, 03 March 2005

Environmental Technologies Action Plan Lisbon European Council, 2001 By 2010 Europe should be “the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth” Gothenburg European Council, 2001 Agreement on a strategy for sustainable development which com- pletes the political commitment to economic and social renewal Barcelona European Council, 2002 Spending on R&D should increase up to 3% of GDP by 2020 ‘Facing the Challenge’, 2004 The Lisbon strategy calls for addressing climate change by rapidly ratifying the Kyoto Protocol European Policy Core Group Meeting, Berlin, 03 March 2005

Links to previous EC-funded Projects ADMIRE REBUS (coordinator: ECN) –Investigates the interaction of different national policy frameworks in the current European renewable electricity market. –Identifies risks and opportunities of RE investments in the EU ENER-IURE (coordinator: SODEAN) –Establishment of general legal principles and the specific legal instruments required to promote RES in the EU –Existing regulations are synthesised, structured and assessed European Policy Core Group Meeting, Berlin, 03 March 2005

Links to technology-oriented networks (1) PV-EC-NET Wants to increase the efficiency of the support fundings given out by the EC and the different member-, associate member- and candidate member states of the EU  by improving the dissemination of information concerning these programmes  By increasing the coherence of the PV RTD funding programmes of the EC and the different governments  Members of the PV-EC-NET are also represented in the Core Group (NOVEM, ADEME, CRES) European Policy Core Group Meeting, Berlin, 03 March 2005

Links to technology-oriented networks (2) PV-ERA-Net to improve cooperation and coordination of national and regional RTD programmes in the field of PV by –building up an information exchange structure –elaborating guidelines for programme design and realisation –starting translational activities on programme level  NOVEM and CRES will ensure information exchange European Policy Core Group Meeting, Berlin, 03 March 2005

Links to technology-oriented networks (3) PV Catapult Coordinates activities in the field of PV It addresses all the main issues the sector is facing today: knowledge transfer from research to industry, socioeconomic and financial issues, opportunities and barriers in export markets, etc.  EPIA, as the PV Catapult initiators, and WIP will ensure a close exchange between this platform and the Policy Core Group European Policy Core Group Meeting, Berlin, 03 March 2005

PV Technology Platform Brings together the relevant stakeholders: industry, research, policy makers, energy companies, financial actors, etc. Contributes directly to creating, implementing, supporting and stimulating a coherent and dynamic strategy for reaching the PV Vision 2030 One of the four working groups of the Platform deals with “Policy and Instruments”  EPIA and WIP will ensure information exchange between the PV Technology Platform and the Policy Core Group European Policy Core Group Meeting, Berlin, 03 March 2005

PV Technology Platform Structure National Programmes Mirror Group Steering Committee PV Secretariat Policy & Instruments Group Developing Countries Group Information, Promotion, Education & Market Deployment Group Science, Technology & Application Group European Policy Core Group Meeting, Berlin, 03 March 2005 PV Policy Group

PV Tech- nology Platform European Policy Core Group Meeting, Berlin, 03 March 2005

Expectations Joint Action Plan and Position Paper addressed to EC and national governments: A shared assessment of the current market situation in 8+ countries, as well as strengths and weaknesses of national support frameworks and strategic options for improvement A clear commitment to national PV targets A joint Action Plan to improve and align activities for PV promotion in the particular countries A proposal to political decision-makers on how to improve and harmonise the current support framework for PV investments until 2010 and 2020 Promote that the only effective support scheme for PV is the feed in tariff. European Policy Core Group Meeting, Berlin, 03 March 2005

The key barriers for reaching 3GWp PV installed in 2010 are on the policy level, namely in insufficiently attractive, reliable and coherent national support schemes. PV Policy Group intends to close the gap between the current market situation and the political targets (3 GWp) by directly targeting national governments with a Joint Action Plan and Position Paper, so that an immediate impact can be expected. European Policy Core Group Meeting, Berlin, 03 March 2005
