Territory Territory is land ruled by a national government but which has no representatives in the government.

Ordinance An ordinance is a law.

Northwest Territory Congress won land after the Revolutionary War. This land was known as the Northwest Territory. This land was Wisconsin, Michigan, Illinois, Ohio, Indiana, and parts of Minnesota.

American Indians The land was currently occupied by American Indians, so as settlers began moving to the Northwest Territory, congress made treaties with the American Indians. They made these treaties to gain control of more of the land.

Northwest Territory Ordinances In order to organize the land of the Northwest Territory, congress passed two laws known as ordinances. The first law was known as the Land Ordinance of This law discussed how the land would be measured, divided, and sold. The second law was known as the Northwest Ordinance of This law discussed the government of the Northwest Territory. It described how a territory could become a state and discussed how slavery was illegal in the Northwest Territory.
