Historical Scenario UK reliant on landfill Very little EfW Separate collection of dry recycling and organics subject to slow historic growth Previous Government Policies such as individual (weight based) Statutory Recycling Targets and the Landfill Allowance Trading Scheme drove kerbside collection of garden waste LCA / Cost-Benefit / EU experiences e.g. Italy, driving the new emphasis to collect food waste

UK Policy Drivers Landfill Tax – currently £64 / T, rising £8/yr until 2014 (£80/T) England / NI likely to have non-statutory 50% recycling target Wales / Scotland planned waste policy much stronger: –Wales statutory 70% recycling by 2020 –Scotland requirement for separate collection of food waste by 2013 –Both likely to introduce a landfill ban on organics with restrictions on EfW –Both also include C&I in requirements

Quality Products / End of Waste 2 national specifications: –BSI PAS100:2011 for compost –BSI PAS110:2010 for digestates –Both have restricted input feedstock lists which must be sourced separated i.e. no mixed waste In addition, there are 2 Quality Protocols which combine PAS100/110 with a final market. Packaging and plastics must be independently certified to EN13432 / EN14995 –The Association for Organics Recycling operates a certification / labelling scheme in conjunction with both Din Certco and Vincotte.

Tableware – London 2012 LOCOG has statutory requirement to recycle / compost 70% of Olympic Park waste LOCOG extended the 70% to all venues (~100) Scoping study showed 70% could only be reached by maximising composting LOCOG met with NNFCC, Novamont, Amcor, Innovia, Seda, BPIF (carton association) in Jan 2010 Packaging Specification: –All non-readily recyclable packaging e.g. PET / plain paper or packaging which will have food contamination must be compostable. –No oxos

Tableware – London 2012 Via Seda and Ecozema –17 Million pieces of Mater-Bi Cutlery (for all caterers) –2 million straws (Coca Cola / McDonalds) –5 million cold cups (Coca Cola / McDonalds) –2 million hot cups (McDonalds) –2 million cold cup lids (Coca Cola / McDonalds) ~90 million other compostable items –Cups / trays / sandwich wraps etc for all non-sponsor caterers via London Biopackaging

Compost Products 2.9MT compost produced in MT compost was certified or in the process of being certified to PAS100 Soil improver was the biggest market with 84% –Agriculture was the largest market (59%) –Other markets: horticulture (professional and amateur) landscaping, sports turf Value of compost sold in 2009 was £9M / €11M

Summary Composting and AD on the increase across the UK Food waste is the new key target material Liners are an integral part of the system Market is increasing but so is competition Product quality decreasing due to price Carrier bags and tableware next target markets Composting times are reducing with greater importance place on feedstock / end product quality
