REPORT IV (1) The ILO has prepared this report to highlight some of the key elements that may be relevant for the discussion on a possible Recommendation as identified in the conclusions concerning the discussion on social protection adopted by the ILC at its 100 th Session in This report contains a QUESTIONNAIRE which calls for a reply from the Government, after consultation with the most representative organizations of employers and workers. SOCIAL SECURITY EXTENSION STRATEGIES Mandatory social insurance: social security benefits of guaranteed levels for contributors Individual/household income Level of protection THE FLOOR: Four essential guarantees 2.Income security: children 3.Assistance: unemployed & poor Voluntary insurance 4.Income security: elderly & disabled 1. Access to essential health care for all HORIZONTAL DIMENSION: Promotion of a set of basic social security guarantees within the framework of a wider social protection floor Closing coverage gaps is of highest priority VERTICAL DIMENSION: Progressively ensuring higher levels of protection guided by C.102 and higher- level standards. Social security systems cannot stop at the ground floor of protection. 12

SOCIAL SECURITY EXTENSION STRATEGIES Every member State should design and implement its Social Protection Floor guarantees according to national circumstances and priorities National strategies to extend social security should progress based on the resources of the nation and a set of essential principles i.e. universal coverage, progressive realization, promoting gender equality, social and economic adequacy, rights-based benefits, financial and fiscal sustainability, good governance, etc. Member States should be encouraged to continuously employ efforts aimed at the transition from informal to formal economies 13

ENSURING THE AFFORDABILITY AND THE FINANCING OF SOCIAL SECURITY Positive synergies for sustainable growth and higher levels of decent employment Economic policies Social protection policies Social security interventions need to achieve their objectives in terms of both social and economic adequacy in an effective Member states have chosen different options to ensure the necessary fiscal space, including reprioritizing expenditure, and broadening the revenue base The affordability of social security systems is widely discussed in the context of demographic change, however this challenge is manageable within properly organized systems Financial policies 14

THE ROLE OF ILO STANDARDS Today Tomorrow The up-to-date ILO social security standards, in particular Convention No. 102 Set out principles that guide design, financing, governance and monitoring of national social security systems Benchmark and reference in the gradual development of comprehensive social security coverage at national level Convention No. 102 Ratification and effective implementation remain a key priority for member States Pragmatic solution that would enable its interpretation in a gender- responsive way without revising the instrument There is a need for a Recommendation complementing the existing standards Set out guidance to member States in building Social Protection Floors within comprehensive social security systems tailored to national circumstances and levels of development 16

THE ROLE OF GOVERNMENTS AND SOCIAL PARTNERS 17 Governments Employers and workers Provide an appropriate policy, legal and institutional framework, effective governance and management Foster coherence of social security policies with employment, macroeconomic and other social policies Develop a national two-dimensional social security extension strategy Promote gender equality Address the needs of women, men and children and the specific needs of vulnerable groups Raising awareness and building public support for social security and ILO social security standards Actively participate in social dialogue processes aiming at the design, implementation and monitoring of national social security strategies and policies, as well as the establishment of national Social Protection Floors Jointly develop initiatives to support the transition to formal employment and formal enterprises Actively participate in the governance of social security institutions Ensure effective access to social security to all Ensure effective social dialogue processes

THE ROLE OF THE ILO AND FOLLOW-UP Assist member States to extend social security coverage through Decent Work Country Programmes and technical advisory services Devote special efforts to capacity building and training of the social partners on ILO social security standards Promote social dialogue and the role of social partners The Conference calls upon the International Labour Office in the context of the Global Campaign on Social Security and Coverage for All to: Assist member States to design and improve the governance, management and delivery systems of social security schemes Strengthen member States’ capacities to design, implement and monitor social security and the ILO’s leading role in the promotion of the Social Protection Floor Note: The complete list is available in the Report of the Committee for the Recurrent Discussion on Social Protection (p.130) Click hereClick here 18

THE ROLE OF THE ILO AND FOLLOW-UP The Conference invites the Governing Body to place the discussion on the possible Recommendation on Social Protection Floors on the agenda of the 101 st Session of the International Labour Conference in The Conference requests the Director General to prepare a plan of action for the implementation of other recommendations of these conclusions and of the outcome of the discussions of the Committee of the Applications of Standards, and requests the Governing Body to consider that plan in its 312 th Session in November

ELEMENTS OF A POSSIBLE RECOMMENDATION ON SOCIAL PROTECTION The Recommendation would encourage member States to: Extend coverage to wider groups of the population (horizontal extension) – Implementation of Social Protection Floors Progressively ensure higher levels of protection (vertical extension) – Implementation of Convention No.102 and other up-to-date social security Conventions The extension of social security should be country-led and responsive to national needs, priorities and resources Design through an effective social dialogue process a social security strategy to close gaps and build a comprehensive social security system in a coordinated and planned manner Prioritize the horizontal dimension of social security by means of implementation of a national Social Protection Floor Establish appropriate mechanisms to monitor the extension of social security and the implementation of basic social security guarantees OBJECTIVE PRINCIPLES SCOPE 20
