2 Purpose of Today’s Briefing Review existing Solid Waste Program Evaluate impact of Storm Event on system Provide recommendation and alternatives to and receive direction from council on how storm debris managed within the program

5 Purpose of Pay-as-You Throw Create Equity –Everyone pays for base level of service –Additional incremental cost for collection of material above base is charged Similar to other utilities that charge for consumption of product or services –Water –Electricity –Natural Gas Provide a system that: – Provides economic incentive to manage material appropriately –Allows customers flexibility to do what they want to do when they want to do it

6 Disaster Response and Storm Events Within the current contract: –…, disaster debris and other special collections requested by the City shall be charged in the amounts as described in Attachment A. –Storm Events is a weather related event causing the generation of greater than normal brush piles taking into account the time of year and season but not including weather which is reasonably anticipated for the geographic area and does not reasonably increase the volume of brush or bulky items, taking into account the time of year. Contractor obligated to facilitate an agreement with third party known as Storm Chasers at the City’s discretion. Contractor does not have the exclusive right nor obligation to clean up storm debris.

16 Approximately 15 cubic yards - $ ( est. charge ) Extremely loose and too long to fit in truck. If the limbs were cut to length and separated into two piles (Bulk & Brush) No additional charge to the resident.

17 Approximately 20 cubic yard pile – $ ( est. charge ) If this pile is cut properly and placed on the curb in separate bulk and yard waste piles No additional charge to resident.

18 Considerations Fee affects small number of Fort Worth residents –Paying for the additional collection services they use Waiving fee would aggregate costs across all residents, whether they use the service or not The overage material would present itself later in the year –Enabling event Wind event Storm Routine maintenance of trees at residences

19 Option #1 Do not change policy –Equitable –Consistent with other utilities Work with customers who incur increased billing charges –Defer charges –Payment plan Education and Outreach Blitz –How to Minimize your Charges Cut and Stack Bundle Drop Off Station Help City’s collection efforts be as efficient as possible

20 Option #2 Continue current collections to complete one bulk cycle throughout the City –End on March 13 Charges associated with additional effort –Estimated $125,000-$150,000 Individual residents not charged

21 Option #3 Bring in additional effort to collect material outside of normal collections –Estimated effort 15 trucks 2 weeks minimum –Mobilize approximately March 8, 2010 Charges associated with additional effort –Estimated $270,000, minimum Complete bulk routes collections through March 13 Individual residents not charged
