Victor Homes Application for 29 dwellings in 1989 HBC stated: "In conclusion, I do not consider the scheme even on a reduced scale [29 detached dwellings] overcomes the inspector’s conclusions and recommendations [given in 1984]"

LDF Site Options in 2010

Draft Allocations – Hampsthwaite RL3036(1) Land South of Brookfield DEVELOPMENT GUIDELINES  provide about 56 dwellings inc. 50% affordable  provide access to the site from the ends of Brookfield and Brookfield Crescent.  pedestrian access from footpaths.  establish ‘green corridors' to maintain views out to open countryside.  retain all hedgerows and trees inc. mature oak and ash at the N. of the site.  investigate the opportunity to expand/enhance existing public open space to the N.E. and Public Right of Way (PROW) to the S. via a green link.  keep the small field to the N.W. of the site (0.3 hectare) free from development and investigate the opportunity to develop a SuDS wetland alongside Cockhill Beck to enhance the corridor of the beck.  respect the character and appearance of the Conservation Area and nearby Listed Buildings.

Is it ‘Legally Compliant’? Parish Council Commentaries on Sustainability Appraisal (SA); Consultation Statement; and the Duty to Cooperate Statement have now been posted on our web site at On the basis of the points raised in these Commentaries, we take the view that the proposal is not legally compliant because: –there is no proven need, –access is poor, –It will harm the distinctive character of Hampsthwaite and its rural setting, –it fails to take into account 30 years of vigorous local objection - hitherto supported by HBC itself!

Is it ‘Sound’ Parish Council Commentary on the National Planning Policy Framework has now been posted on our web site at On the basis of the points raised in this Commentary, we take the view that the proposal is not sound because: –it ignores 30 years of local opposition to large-scale development on this site, –it makes no contribution to sustainable non-car transport, –together with proposals for north of Skipton Road and Pennypot it encourages urban sprawl between Hampsthwaite and Harrogate –and, to quote HBC in 1990, development on this site “will cause harm to the character of the village and its landscape setting.”

Is it ‘Sustainable’ The Ministerial foreword to the National Planning Framework by Rt Hon Greg Clark MP Minister for Planning defines sustainable as: "ensuring that better lives for ourselves don’t mean worse lives for future generations“ It further states that our "natural environment is essential to our wellbeing“ and planning "should be a collective enterprise". The HBC proposal to allow the building of 56 homes on land south of Brookfield is unsound because it is clear from the evidence from Appeals relating to previous attempts to build even less houses here, that such large scale development will cause irreparable “harm to the character of the village and its landscape setting” and is therefore by definition not sustainable. Previous evidence also showed that such development on this site “would be detrimental to the character and appearance of the area and general environment of Hampsthwaite" in direct contradiction to the ‘environmental role’ as described in the National Planning Framework itself.

Our Three Options Accept the proposal as it is? –counter to our position for nearly thirty years? Restate our initial objection to any build at all? –may put developers in the driving seat? Suggest a more scattered approach? –consistent with development over recent years?
