Key Funding Challenges for FE Unprecedented scale : Attract and involve various disciplines and new actors in highly complex issues at science-society interface Fragmentation: No one agency is controlling in their own country the multiplicity of opportunities for environmental research, neither for development research Transition: Experienced GEC projects and programs have developed effective funding networks but not in a coordinated way i.e. 43 heads at Global Research Council… i.e. 13 partners for USGCRP 23 for EU JPI Climate 27 for French Env. Alliance … i.e. 46 countries support IGBP secretariat … The diversity : It calls for: Clear marketable brand of Future Earth, promoting global sustainability research and providing information for adaptation and mitigation New incentive tools from basic research to international coordination, to network and attract a growing community of researchers and users Better funders coordination or co-alignment through innovative partnership, at national, regional and international levels Smooth transition of GEC budget towards extended funding with new stakeholders A group of key funders to facilitate and network the wide range of funding sources/institutions… >>> The IGFA/Belmont Forum has been asked by the Alliance to coordinate and diffuse a Funding Strategy for Future Earth

IGFA/Belmont Forum : a key funders group World’s major and emerging funders of global environmental change research, and international science councils Initiated in 2009, by NSF (US) and NERC (UK) Acting as Council of Principals for IGFA, a larger group of funding agencies group since 1990s Australia/CSIRO Austria/BMWF Brazil/FAPESP Canada/NSERC China/NSFC European Commission/DG R&I France/CNRS&ANR Germany/DFG&BMBF India/MoES Japan/MEXT&JST Norway/RCN South Africa/NRF United Kingdom/NERC United States/NSF International Council for Science (ICSU) International Social Sciences Council (ISSC) >>> IGFA/Belmont Forum members represent only 5 to 20% of funders in their own country, … but action oriented

Proposed FE Funding strategy After feedbacks from GEC projects and Regional Consultation Meetings, it is proposed to convene National Funders Meetings and Regional Funders Meetings Animation by IGFA and Belmont Forum Members in their own country or region, by targeting relevant ministries, others research agencies and organizations, foundations, development funders, key regional actors… Co-organization with GEC Secretariats, Project IPOs and National Committees are required to be efficient, in particular to map current funding landscape and institutions Deployment in first part of 2013 to allow significant impulse in FY 2014 Around 20 National Funders Meetings could be envisioned, complemented by Regional Funders Meetings with involvement of APN, IAI, START >>> Co-design Funding Strategy and Guidelines in coming weeks >>>> Co-organize National and Regional Funding Meetings in 2013

On example among others to support Future Earth activities: the IOF

The International Opportunity Fund (IOF) To ‘fast track’ Collaborative Research Actions (CRA) where members’ existing investments were ‘ripe’ for international collaboration The principles for CRAs – Address the Belmont Challenge priorities (i.e. societally relevant GEC challenges) – Support Future Earth (by promoting examples of innovative types of research) – Lever IGFA/Belmont Forum member’s existing investments through international added value (3 countries minimum) – Bring together new partnerships of natural scientists, social scientists, and users IOF, a flexible tool – A la carte for a given CRA – CRA can apply to various kind of incentives: networking, clustering, integration, capacity building… – Open to any funder (BF, IGFA or not) – All common (scoping, call & selection) but the money – Possibilities of joint call with other international initiatives (G8, EC, …)

IOF 2012 : early contributions to Future Earth CRAs on Freshwater Security (NSF lead) and Coastal Vulnerability (NERC lead), joint with G8HORCs, synchronized with FP7 and NSERC, 20+ M€ 130 pre-proposals, involving more than 1000 partners from  50 countries, under selection for full proposals for 3-year projects Timeline April 2012 – Call opening July 2012 – Deadline for pre-proposals September 2012 – Notification to submit full proposals December 2012 – Deadline for full proposals April/May 2013 – Official funding decisions For further details see:
