PORT OF TACOMA Request for Authorization Interlocal Agreement and Purchase of a Patrol Boat Action I Request authorization for the Chief Executive Officer to enter into and implement a five- year Interlocal Agreement with the City of Tacoma pertaining to the purchase, operation and maintenance of a Port of Tacoma Patrol Boat. Action II Request authorization for Purchasing and Supplier Diversity Manager to award Purchase Order for a Security Marine/Fire Fighting Vessel Project No OGT Round 6 Additional Security in an amount not to exceed $601, plus Washington State sales tax (WSST).

PORT OF TACOMA The PSGP Round 6 envisioned using a Federal grant and 25% Port cash match, which when combined would provide for $486, 588 in funding for the purchase of two patrol boats to enhance the maritime security at the Port of Tacoma Since that initial request for Federal Funding, an opportunity to work in collaboration with the Tacoma Fire Department (TFD) has presented itself Working together, the City and Port have coordinated to purchase a single boat that will serve as both a Security Marine/Fire Fighting Vessel that would enhance security and public safety in the Port of Tacoma maritime environment Formal FEMA Grant Adjustment Notice (GAN) is pending Background Port Security Grant Program Round 6

PORT OF TACOMA Request for Authorization Action I Execution of Interlocal Agreement

PORT OF TACOMA Background Execution of Interlocal Agreement Port Security Department staff working in collaboration with the Tacoma Fire Department for the last six months have developed an Interlocal Agreement that provides for the purchase, operation and maintenance of single patrol boat. In order to provide a fire fighting capability to the boat, Tacoma Fire is contributing up to an additional $180,000 in funding to procure fire equipment.

PORT OF TACOMA Background Execution of Interlocal Agreement The Interlocal Agreement was developed in coordination with attorneys representing the Port and City Key provisions:  Port of Tacoma will procure the boat and be the owner  Day-to-day operations will be the responsibility of TFD  Routine patrols of Port waterways will be conducted  Patrolling will be coordinated with Port Security  Port Maintenance staff will maintain the boat, costs to be borne by TFD  Liability and indemnification clauses are included  Five year term for the agreement

PORT OF TACOMA Background Patrol Boat – Purchase Authorization Port and TFD staff jointly developed the patrol boat specifications:  32 foot aluminum boat  Patrol and firefighting capability  Capable of operating in narrow waterways and shallow depths  Full navigation and electronics package  1,250 gallons per minute main fire system pump Specifications were developed in coordination with Port and TFD maintenance staff

PORT OF TACOMA Vendor Selection Patrol Boat – Purchase Authorization An RFP was issued on July 30, 2010 There were four responses to the RFP A joint Port/TFD committee reviewed all RFP responses MetalCraft Marine Incorporated was selected as the best qualified vendor

PORT OF TACOMA Tacoma Fire Department will be responsible for the Operation and Maintenance costs of the Security Marine/Fire Fighting Vessel. Port of Tacoma will perform all maintenance requirements for the vessel, Tacoma Fire will review all maintenance and repair cost prior to the Port commencing such work. PORT OF TACOMA Timeline Patrol Boat – Purchase Authorization There is an sensitive timeline in order to complete the purchase and delivery of the boat Federal funds currently expire on April 30, 2011 The contractor estimates it takes six months to build a boat Port requesting delivery by March 31, 2011

PORT OF TACOMA Schedule Patrol Boat – Purchase Authorization Requesting Port Commission action today to authorize  Approval of the Interlocal Agreement  Patrol Boat – Purchase Authorization Tacoma Public Safety Committee meeting today, expected to vote for a Do Pass recommendation to the full City Council Full City Council action will not be completed until mid- October Tacoma Fire Committing $180,000 now towards the purchase of the boat to be paid in 2010 Actual purchase of the boat will not be accomplished until there is formal approval by the Tacoma City Council and FEMA GAN is received
