National Health Service Corps Loan Repayment Program

What is the NHSC LRP? The LRP is designed to recruit and retain healthcare providers (including mental/behavioral health) to work in health professional shortage areas (HPSA) designated by the Health Resources and Services Administration (HRSA) Provides up to $50,000 in loan repayment for two years of full-time practice or up to $25,000 for two years of half-time practice at a NHSC- approved site LRP Award is renewable after initial two-year term

Who Can Apply? Independently licensed Health Service Psychologists (clinical or counseling only) as well as other licensed providers (i.e., social workers, marriage and family therapists, counselors) working at NHSC-approved sites Applicants must either be currently working or have accepted a position and begin working at an NHSC-approved site by mid-July Applicants must have qualifying student loan debt in good standing (i.e., not in default)

Preference to applicants from disadvantaged backgrounds based on environmental factors, economic factors, or both (see Section 737 of Public Health Service Act for definition) Likelihood of applicants continuing at site after commitment is an important consideration Maximum award to those working at sites with a Mental Health HPSA score of 14 or above Application deadline is the end of March each year

Guidelines NHSC-approved sites generally provide outpatient care in rural or urban HPSAs Wide range of sites with HPSA scores >=14, including federally qualified health centers (FQHCs), federal prisons, Indian Health Service, rural health clinics, public health departments, and hospital-based outpatient services Clinics serving only veterans or active-duty personnel (e.g., VAs, on-base facilities), inpatient facilities, and county/local prisons are not eligible even if located in a HPSA

Full-time practice entails at least providing 21 hours of patient care weekly; half-time entails at least 11 hours weekly, both for at least 45 weeks per year Supervising trainees in formal postdoctoral residencies and internships may count for a small portion of service provision If working at multiple sites, only that at NHSC- approved site counts towards fulfilling commitment Cannot be combined with other loan repayment programs (e.g., public service loan forgiveness)

How to Apply? Secure or continue working at a setting with HPSA score; site listing and openings available through NHSC Job Center Complete online application (will need financial information about student loans, credit, and banking) by end of March Have employment verified through agency’s HR department

Upon Being Awarded Will likely receive confirming banking information; shortly thereafter, bulk sum deposited into your account Must show all money has been spent paying educational debt by the end of commitment or prior to applying for continuation contract Can spend up to 35 days each year away from site (e.g., vacations, sick, holidays, CE)

DO NOT DEFAULT! Very strict penalties for not adhering to contract Can change move to another site, so long as it is approved prior to resigning and has HPSA score at or above that of the previous one NHSC can help find another job in case or relocation, etc.

Can convert from full-time to half-time practice with approval at any time, though it extends the contract Can only convert from half-time to full-time practice at the end of the initial contract Apply for Continuation Contract, if desired, to receive up to $20,000 for each additional full-time year or $10,000 for half-time year (subject to funds availability)

Loan received prior to or within 3 months from date degree or certificate was received Employment commitment from an eligible health professions school* for a full-time or part-time faculty position for a minimum of 2 years with employment beginning on or before July 31, 2015 Eligible health professions school has agreed (in writing) to pay principal and interest due on your educational loans in an amount equivalent to loan repayments made by the HHS School can request full or partial waiver of this requirement

What is it? Loan repayment program focused on health professionals addressing Health Disparities Research Program Purpose: Recruitment and retention of qualified health professionals into research careers that focus on minority health disparities or other health disparities. Funding from NIH’s National Institute on Minority Health and Health Disparities (NIMHD), while professional is employed at an agency/institution and conducting research. At least 50% of the awards are made to health professionals who are members of identified health disparity populations!

Benefits Loan repayment – Up to maximum $70,000 for two –year research commitment – Direct payment to lender (quarterly installments, based on research supervisor’s verification of commitment). Mentorship and development of social justice research addressing the needs of diverse populations Development of skills and networks that can enhance chances of obtaining NIH research awards

Program Eligibility U.S. Citizen Women, individuals from underrepresented groups, and persons with disabilities are encouraged to apply Doctoral Degree-from a health profession M.D., Ph.D., Pharm.D., Psy.D., D.O., D.D.S., D.M.D., D.P.M., D.C., N.D., O.D., D.V.M., or equivalent doctoral degree) from an accredited institution, with one exception. Qualified Educational Debt: Total qualified educational debt equal to or in excess of 20% of your institutional base salary at the time of award, which will be between July and Sept. annually. Institutional base salary is annual amount the organization pays for your appointment, whether the time is spent on research, teaching, patient care, or other activities.

Program Eligibility (cont.) Your research must be supported by a domestic nonprofit foundation, university, professional association, or other nonprofit institution, or a U.S. government agency (federal, state, or local). A domestic foundation, professional association, or institution is considered to be nonprofit if exempt from federal tax under the provisions of Section 501 of the Internal Revenue Code (26 U.S.C. 501). NIH grants and university salaries are considered eligible funding. Your primary employment must be with a nonprofit institution. Any employment or income outside of the nonprofit institution must be separate from your research and cannot represent a significant amount of your total income.

Program Eligibility (cont.) Qualified Research: research that represents 50% of your level of effort and consumes an average of at least 20hrs per week during each quarterly service period during the contract (2 years for the initial contract). The LRP contract normally starts on July 1 of the year following your application and you must be conducting your research the entire period of your contract. LRP contracts are not retroactive to any prior date. You must agree to conduct only research that is not prohibited y federal law, regulations, or policies of the U.S. Department of Health and Human Services (HHS) or National Institutes of Health (NIH). Recipients of a NRSA fellowship and training grant can apply for and receive LRP awards but may have to defer their NRSA service payback until the completion of the LRP.

Application Process The application process for the Extramural Loan Repayment Programs is conducted electronically. The materials are located at the NIH Loan Repayment website Application Forms: Applicant information statement with their NIH Biosketch; Funding Info identifying nonprofit funding sources; Personal statement (inc. discussion of career goals and academic objectives); Print/sign/fax online certification; Provide U.S. citizenship proof Description of Research Activities, describing current or proposed research project including specific responsibilities and role of the applicant conducting the research. The research supervisor or mentor will be asked to concur the research project description provided by applicant. Identification of Recommenders. Recommenders need to be colleagues that can speak to the applicant’s research capability. Identification of Institutional Contact. The official providing this information should be someone authorized to reply for the organization.*Research mentor, will be responsible for responding to LRP on quarterly basis verifying your research involvement. Loan Information for all qualifying loans. If recommended for funding you will be asked to fax a current account statement and promissory note or disclosure statement obtained from lending institution.

Institute and Center Review, Scoring, & Ranking The NIH institutes and Centers approve or disapprove applications for participation in the Extramural LRPs. Highly competitive (in applied for Health Disparities LRP and only 113 were awarded). Areas of research priority may be established by the Institutes and Centers, and may vary from year to year. Applicant’s potential to pursue a career in research Previous training and experience Proposed research activities during LRP contract Commitment to research career Strength of letters of recommendation Quality of overall environment to prepare for research career Quality and availability of appropriate scientific mentors and colleagues to help achieve or enhance the applicant’s research independence, including mentors record in mentoring researchers, funding history and research productivity. Quality and appropriateness of institutional resources and facilities.

Plan ahead, thoroughly review website, application materials, and join LRP information webinars Identify a reliable research mentor and team that can support the research you plan to conduct; perhaps align it with current research trajectory or goals If at teaching institute, consider partnering with a research mentor at an R01 institute/university Have sound manuscript/publication plan and timeline for accomplishing research tasks (inc. plan to submit grant) Talk with the program manager and ask whether there are mentors within your area who can provide you with feedback on your application Talk with your colleagues/peers who have obtained NIH-LRPs ask for feedback about your application Renew application before the last year of support, up to two times Adhere to rules of LRP, breach of contract is $7,500 for every month of unfulfilled service or $31,000 (per year) whichever is higher
