MONROE DOCTRINE- MAN OF SERVICE HE AND PRINCIPAL NEGOTIATOR ROBERT LIVINGSTON EXCEEDED THEIR AUTHORITY AND ALL EXPECTATIONS BY ACQUIRING THE ENTIRE LOUISIANA TERRITORY AS WELL AS A CLAIM TO ALL OF FLORIDA.
