ESTP Course on the EGR November a. EGR Data sources

Data sources of EGR The EGR production is an interactive process Data sources Business registers of the NSIs Commercial sources (2) The EGR is an open system and is able to use other sources The importance of NSIs as sources is increasing in EGR, based on the "authentic store" principal EGR should take over the relevant parts of the national business registers of NSIs

Commercial data (1) Two commercial data providers (CDPs) deliver data to EGR (the only sources for non-EU units) Bureau van Dijk (BvD) Dun & Bradstreet (DnB) BvD is delivering bulk data of 5000 groups Legal units of the groups Relationships of these legal units (incl. minority) Two deliveries per year February, October T+1 Separate LEU and REL files

Commercial data (2) DnB is delivering customised data to EGR IS and EGR Legal units to EGR IS on request launched by users (mainly non-EU units) LEU and REL data on the legal units retrieved in the EGR IS plus on direct parents and global ultimate owners Data files two times per year end of October, early December T+1 Delivery in one file including control relationships

NSI data on legal units to EGR IS NSIs deliver data on resident legal units to EGR IS in May T+1 Authentic store NSIs (22) Complete population of resident incorporated legal units Partly authentic store NSIs (10) Known population of resident legal units belonging to multinational groups Update in EGR IS once per year Units not liquidated at 31/12/T and liquidated in year T are collected

NSI data on legal units and relationships - LEU NSI deliver to EGR resident legal units which are part of the national FATS populations: inward perspective: resident legal units belonging to foreign multinational groups, outward perspective: resident legal units belonging to multinational groups with UCI in the country Statistical variables (employment, NACE) are provided to EGR Focus incorporated units, natural persons not included

NSI data on legal units and relationships – REL (1) NSIs deliver the relationships of the legal units of the LEU file The relationships can be: relationships between two resident legal units relationships between one resident and one foreign legal unit …where the resident legal units are part of multinational groups Control relationships (>50%) have preference Minority relationships as above 10% optional

NSI data on legal units and relationships - REL (2) NSIs should deliver a copy from the national BR to EGR on relationships between units Pairwise relationships are sent in the REL records, expressed like: LEU1; LEU2; %; status; dates; source; … All LEUs should be identified with LEID numbers Resident LEUs Foreign LEUs (foreign parents or subsidiaries) NSIs deliver data on LEU, REL in November T+1

REL data - Conflict of sources For NSIs delivery is in November T+1 CDPs deliver data twice: in February T+1 and in October T+1 CDP legal units are validated in EGR IS The relationships of the validated legal units are used in EGR Conflicting information is treated by the EGR based on preference rules E.g. NSI1 vs NSI2 data, NSI vs CDP data

NSI data on enterprises NSIs deliver information on enterprises in November T+1 In EGR 2.0 this data exchange was not yet executed First data exchange is planned for reference year 2014 NSIs deliver also the links LEU – ENT Information on resident enterprises legal units belonging to ENT Statistical variables of ENT (employment, turnover, NACE)

NSI data on enterprise groups NSIs deliver information on enterprises groups in January T+2 First data exchange is planned for reference year 2014 Information on enterprise groups where UCI is in the country Group variables (global employment, global turnover, group NACE, UCI of the group)

Production calendar (for reference year 2014) Task nameTiming NSA participation EGR acquires and processes commercial data for 2014February - May 2015 NSAs deliver national legal units for Identification serviceMay 2015Y EGR processes data in the Identification serviceJune 2015 NSAs deliver foreign legal units for Identification serviceJuly - October 2015Y Foreign legal units identified in the Identification serviceSeptember - October 2015Y NSAs deliver datasets for EGR (LEU, REL, ENT, LUL)November 2015Y EGR processes NSA dataDecember January 2016 NSAs deliver datasets for EGR (, GEG)January 2016Y EGR sends preliminary frameJanuary 2016 NSAs improve and validate enterprise group data in EGRJanuary - March 2016Y EGR sends final frame accessible via EGR and FATS interfaceMarch 2016
