Reflections on the Ad Hoc Group San José, Costa Rica, June 25, 2013

ASSESSMENT OF THE MEETING OF THE AD-HOC GROUP: During the two-day dialogue we learned about various actions implemented by civil society and governments to address the topic of migration. We were able to discuss, propose and define topics such as the following: Trafficking in Persons: Protocol for Action, training and awareness-raising, promoting actions (forums, campaigns, developing denouncement mechanisms, etc.) Integration and Reintegration: Approach, identifying actions and challenges in the process toward a comprehensive response. Groups in Vulnerable Situations: The following groups were identified: women; boys, girls and adolescents; migrant workers; LGTB populations; migrants subject to migrant smuggling in transit through the region; returned and reported migrants; and stateless persons.

We acknowledge the efforts by RCM and the support from some governments which enabled holding the meeting of the Ad Hoc Group (February 21-22, San Salvador, El Salvador). We recognize that given the multi-dimensional nature of migration, this phenomenon cannot be addressed from one single perspective but through efforts implemented as a result of shared responsibility.

PROTOCOL FOR ACTION: Objective “To provide guidance to representatives from Member States of the Regional Conference on Migration, Ministries of Foreign Affairs, General Directorates of Migration and Immigration and relevant institutions in charge and other institutions involved in the topic of migration as well as focal points of the Regional Network for Civil Organizations on Migration about mechanisms and national, binational and regional implementation norms for inter-institutional and intersectoral actions aimed at addressing the topic of migration with full respect for the human rights and development of migrants and their families.”

REQUESTS: Based on the approval of the agreements of the Ad Hoc Group and the general proposal of a protocol for action for the group, RNCOM makes the following requests to governments of Member States of RCM: 1. To institutionalize the space for dialogue of the Ad Hoc Group once the protocol for action has been finalized, incorporating the comments that have been made. 2. To develop a plan of action to implement the agreements reached by the Ad Hoc Group. 3. To increase participation spaces and times for RNCOM at meetings of RCM and RCGM.
