Operational tools  Long term basin management plan Crucial role of political will and funding on long term basis for a sustainable development action plan Shared vision for integrated management of transboundary surface and groundwaters : based on inventory of potential transboundary issues for reasonable, equitable, optimum use of waters in the context of climate change Specificity of transboundary aquifers :aquifers very rarely correspond to one basin - some of them are in region where there is no surface water. Harmonise methodologies, classify TBA according typology. Set attainable objectives, focusing on priority areas with strong stakeholder participation Develop scenario Involve main users and polluters, Focus on benefit trading rather than trading water to meet social, economic, and ecosystem demands

Operational tools  Legal and institutional instruments First step : inventarization of issues then transboundary river agreeement/treaty Specific legal and operational tools to be developped for transboundary aquifers International Commission as a Platform for dialogue and negotiation towards dispute resolution and compromise Mechanisms for collaborative decision making : focus on critical issues first, pilot sites involving all countries of basin, stakeholders at all stages Create trust at level of politics and stakeholders external involvement may be counterproductive, when not solicited by the countries involved Crucial role of political will and funding on long term basis for a sustainable development plan
