Disability in Ecuador by the Numbers Number of persons with disabilities registered to vote in the February 23, 2014, elections: 304,108 Percentage of persons with disabilities in Ecuador: 12% of the Ecuadorian population Number of persons with disabilities in Ecuador, according to the 2010 INEC census: 815,000

Persons with Disabilities as Candidates

Voting by Persons with Disabilities 304,108 persons with disabilities were registered to vote in the 2014 elections. In line with the National Electoral Council’s inclusion policy, various initiatives will be put in place to enable persons with disabilities to vote.

Voting at Home In the 2013 elections, a pilot project on voting at home was implemented in the province of Tungurahua. The purpose of this project is to bring polling stations to people who are at least 75% disabled and senior citizens over age 65 who cannot leave their homes. This project provides the opportunity, in many cases, for people to exercise their right to vote for the first time in their lives. Electronic home voting, Cuenca - Azuay

In the 2014 elections, home voting was implemented in 12 provinces in the country: TungurahuaSanta ElenaImbabura CarchiManabíMorona Santiago ChimborazoLojaBolívar NapoAzuaySanto Domingo de los Tsáchilas In Azuay and Santo Domingo, two demonstration programs were carried out together: Vote at Home and Electronic Voting. 316 persons with disabilities registered BENEFICIARIES: 275 citizens 316 persons with disabilities registered BENEFICIARIES: 275 citizens

Assisted Voting: With the support of a trusted person Preferential Voting: No waiting in line At Polling Places

Preferential voting booth: The following voters can cast their ballots at these booths: – Persons with disabilities – Senior citizens – Pregnant women Braille ballot guides: For the 2014 elections, 6,000 Braille ballot guides were printed up and distributed across the country For the offices of: Prefectures and Mayoralties. In the 2014 elections, we had 1,600 preferential voting booths across the country

Rules of Procedure on the Participation of Persons with Disabilities The main thrust is to promote the political participation of persons with disabilities, so the rules provide for the following: Training for members of the polling stations, the Police, and the Armed Forces. Candidates’ platforms must also be presented in audio form. Political organizations must include Ecuadorian sign language and/or subtitles in their promotional videos.
