Costs Per City County of LA prepared a spreadsheet Costs based on August 2015 reports submitted to LA Regional Water Control Board Total Cost for Region: More than $20 Billion Footnotes: ◦1- The costs do not include monitoring or implementing Minimum Control Measures such as permit reviews to enforce the LID ordinance, catch basin cleanout, industrial inspections, public outreach programs, etc. ◦2 - These cities prepared independent Watershed Management Programs or opted to meet numeric limits and the costs were not available as of August The cities of Carson and Lawndale joined the DC EWMP Group and costs should be ready by December ◦3 - Costs for the ULAR are based on total capital cost plus one year of O&M.

What does this mean in the real world? City budgets can’t cover these costs ◦An average of 40-60% of annual budgets would be dedicated to this one permit No current funding source for these costs – would need to go to citizens for vote 2/3 to pass (Prop 218) Not enough funding sources from grants
