Main goals A fair market for PSI re-use Fair conditions without too many restrictions ( raw data, less copyright restrictions ) Fair and open pricing policy ( marginal cost pricing ) A fair, simple and smooth re-dress mechanism

Our “wish –list” Clarity over what PSI is available for re-use PSI Asset lists and public metasources of data with certainty as to property rights Clarity as to terms upon PSI re-use. Standardised licences. Simple,Digital,Public

Our “wish-list”- continued Contact persons for PSI issues within the PSI Holders organisations Clear time limit to be defined to secure access to data Reference to independent PSI regulators and re-dress mechanisms ( when disputes occur)

How to do it? Guidelines from the EU Commission or a “neutral” Market Observatory organisation Recommendations how to publish information about PSI Assets – built on best practice A re-view process to ensure that the information sources and conditions are published

And Need for changes in attitude towards the re- use of public information ( education ) Creation of networks where PSI-holders and re-users can meet for mutual understanding More “powerful “ national regulations as a framework for the re-use industry
