Lead Rebalance Operationalize Theater C2 Drive Activities IAW TCO Fight Tonight Organizational Coherence/Climate Defend the Homeland UNCLASSIFIED JP 3-68: –establishes DMDC responsibilities associated with NEO - "centralized procurement and distribution of NTS to a geographic combatant command and the maintenance of the DMDC NTS Website during the conduct of a NEO." DODI (Evacuation of U.S. Citizens and Designated Aliens from Threatened Areas Abroad) : –establishes DMDC responsibilities to "designate automated system(s) for mandatory use by DoD Components in support of evacuation, and ensures proper training and accountability" and "Serves as lead for facilitating, through a DMDC-contracted vendor as appropriate, purchases related to those automated system(s) to provide accountability, visibility, and support for evacuees during all phases of evacuation." CJCSM C (Joint Reporting Structure - Personnel Reporting Manual): –establishes reporting procedures "when NTS is used for the accountability of DOD noncombatant evacuees (NCE) during NEO for which the DOD has primary responsibility." USPACOM Theater Campaign Order: –"Component commands are responsible for equipping their forces with automated NEO Tracking Systems (NTS) and will manage accountability, visibility, and support for evacuees during all phases of evacuation and ensure adequate numbers of personnel are trained to operate the systems."
