What does a staff investment program actually look like? What are the limitations of field staff capacity? What should donors do to take these limitations into account when funding VC projects (e.g., certain percentage of budget for staff capacity building)? What should designers take into account when creating these projects, with respect to implementation (e.g., start small and slow)? What should management be doing to get the best from their field staff? Are NGOs in the best position to be implementing these projects, or should there be more direct engagement with other players?
