Governor’s Budget Proposal Governor Proposed in the FY16 Supplemental Budget to add $1.2M to the Aviation Program Governor Proposed in the FY17 Budget to Add $1.5M for a Total Airport Aid Program of $12.5M In FY17 the Aviation Program had $251M in Projects Requested with $31M in State Funds Requested

Proposed Legislation Under Consideration HB 898-Beginning July 1, 2016, the sale or use of aviation fuel shall be exempt from any state or local sales and use tax which was not in effect on December 30, The Bill also limits the state taxes enacted prior to 1987 on aviation fuel (3 of the 4%) to 20% of the fuel sold as an average of what is used by airlines at qualifying airports (ATL) in the state. SB 325-Provides for the regulation of the testing or operation of unmanned aircraft systems in the State of Georgia and provides for the establishment of the Georgia Unmanned Aircraft Systems Commission. HB 1002-Provides for a nonbinding advisory referendum for the City of College Park regarding airport noise issues at the Hartsfield-Jackson Atlanta International Airport. “Shall Congress direct the FAA to promulgate new noise exposure regulations and authorize federal funding for new noise insulation…?"

Proposed Legislation Under Consideration HB 261-Permitting the sale of Alcoholic Beverages on Sunday in Commercial Service Airports HB 734-Georgia Space Flight Act relating to the facilitation of space flight activities in the state, prohibits local government regulation of noise associated with space flight operations and space flight operations shall not constitute nuisances under certain conditions. HB 779-Relates to crimes and offenses for the use of unmanned aircraft systems and images captured by such systems, prohibits the taking of wildlife in connection to hunting and fishing.

FAA Aviation Fuel Tax Revenue Use Policy FAA’s Clarification of the Revenue Use Policy requires aviation fuel taxes to be returned to the Airport System Requires aviation fuel taxes to be used via the Policy no later than 2017 Required a plan for compliance be submitted to FAA on how this Policy will be implemented by December 8, 2015 Beginning July 1, 2015 the Georgia Department of Revenue began collecting aviation fuel taxes information for the state and local taxes at the County level

FAA’s Clarification of the Revenue Use Policy …continued State has submitted a Plan under the Policy for State Sales Taxes  Determine state taxes generated by DOR reporting  State’s budget process via HB 170 will direct funding from sales taxes to the Aviation Program  Annually GDOT will provide certification to the FAA of the funding appropriated to the Airport Aid Program Department submitted a Plan for the General Aviation Airports following the same concepts as above  Determine taxes generated by DOR reporting  Local Airport Sponsors to requests taxes from aviation fuel sales from local taxing authorities or demonstrate an “offset”  Annually Airport Sponsors to provide certification of taxes appropriated for Airport Use to GDOT
