AR Center AR South Atlantic Resolve Overview: USAREUR deployed companies from 173d IBCT(A) on 23 APR 2014 to Poland, Lithuania, Latvia, and Estonia to provide Persistent Presence for training and exercises in support of NATO Allies. Enhanced distributed training and exercises enables NATO’s Connected Forces Initiative (CFI) ultimately leading to a NATO mission. Demonstrate NATO resolve, assure Allies, improve interoperability, expand training & exercises assist countries to desired level by 2020. Context: Decreased force structure in Europe with a resurgence of a hostile Russia. Identified Challenges: 1.BCT Operating from Baltic to Balkans to Spain 2.RAF alignment versus assigned forces and capabilities 3.NATO interoperability 4.Mature theater = “Freedom Of Movement” issues Potential Solutions: 1.Longer RAF alignment = True Regional Expertise 2.NATO Training in CONUS 3.Common NATO SOPs versus national procedures Best Practices: 1.Pre-deployment training 2.Robust regional trainup and PDSS program 3.RSOI: flexibility to meet theater training requirements as necessary UNCLASSIFIED AR North

EUCOM/NATO 14 NATO Overview Intergovernmental alliance based on the North Atlantic Treaty - signed on 4 April 1949. 28 member states, 22 Partnership for Peace program members, and institutional dialogue with 15 other countries. Alliance membership is open to others (Art 10) A “NATO decision” is the expression of the collective will of all 28 member countries - all decisions are taken by consensus. Article 4 … “Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened. Article 5 …”Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all …..” Articles 4 & 5 of the Treaty provide mechanisms enabling Alliance action.
