3 MSDE Revises Accountability System Reporting Gaining New Understanding: Maryland applied to USDE for a waiver in February 2012 Maryland’s waiver for ESEA flexibility was granted by USDE in late May 2012. There used to be one target each year for Reading…aggregate and all subgroups There used to be one target each year for Math…aggregate and all subgroups Now…each aggregate (all students) and each subgroup by content has a different target each year… In most instances…targets were figured through 2017 based on the percent proficient baseline for each subgroup in 2011.

6 School Progress on the AMO Targets The next slide will look familiar as the former AYP Status graph which identified whether all students and the 10 subgroups met or did not meet the AMOs. However, with the new accountability program approved under Maryland’s Elementary and Secondary Education Act (ESEA) Waiver Application, AYP status will no longer be used or reported for accountability. Student achievement on reading and mathematics, and other academic indicators of attendance rate and graduation rate are measured under School Progress. The AMOs have been changed to reflect our school specific new baseline data (in 2011) and a new target year (2017). The data in the graph of the progress of our school toward meeting our own unique targets provides valuable information on the effectiveness of instructional strategies. 14 More Realistic Test Goals! Old Goals 100% of students in third through eighth grades passes a series of tests in reading, math and science by 2014. Educators and schools were judged by Adequate Yearly Progress (AYP). Same targets for all schools. New Goals Each school will cut in half the number of students who fail to pass state test by 2017. Maryland School Performance/Progress Index will not judge as failing. The progress of each school toward meeting their own unique targets provide valuable information over time on the effectiveness of instructional strategies, the inherent needs of the students and the extent to which the school is fulfilling those needs.
