2 The Japan’s proposal of “default mode” 2 Background: Japan was requested the definition for the part “ [TBD]” by EC during the 14 th EPPR. Proposal: 1)Delete “default mode” (para.3.6) and leave “permanent default mode” (para.3.13.) as it is. 2)Replace “default mode” to “permanent default mode” in all the text. Reason: By this modification the terminology in the text will be standardized. Japan agrees with EC concept for improvement repair and maintenance. Permanent default mode is enough for repair and maintenance. Permanent default mode Permanent emission default mode EPPR expands the “default mode” for repair and maintenance. However it is overleaping. default mode? [T.B.D] 3.Definitions 3.6. “default mode” means [TBD] [JP2]:Should be defined[TBD] Justification: It is necessary to clarify the difference between “permanent default mode “ and “default mode”

4 Further explanation about the deletion of “Exemption Grade A” 4 Proposal: Delete 2.7 and 2.7.1. (Japan already proposed in EPPR-14-14e.) Reason: There is no reason for exclusion of grade A only. ‘freeze-frame’ and any other information are important for repair and maintenance. EPPR 14-06e 2.7.Exemptions Grade A 2.7.1.Grade A on-board diagnostic systems are exempted from the requirements set-out in: (a) points 3.1. and 3.2. of Annex 1; Annex 2 Minimum monitoring requirements for an on-board diagnostic (OBD) system stage I time Engine rpm Sensor signal Engine rpm Sensor signal time unnecessary F.F.D necessary F.F.D short circuit short circuit and fix itself. Completely fail Temporarily fail Shorted circuit due to specific vibration caused by specific engine rpm. In this case, FFD including engine rpm information is very useful to investigate the cause of failure.

5 The Japan’s proposal of “Access to OBD information” Proposal: Japan reserved the position for this part at 14 th EPPR. After the internal discussion, we concluded that we can accept this part as it is. Reason: There is no objection because the intellectual properties rights of information was defined in the definition of “repair information”. EPPR-14-14e 4. Access to OBD information Annex 1 Functional aspects of on-board diagnostic (OBD) systems [JP12] :Japan reserves the position to this part. Justification: To be confirmed with stakeholders in JPN
