1 Kiev, 10 October 2005 Euro – Atlantic Advisory Team Euro – Atlantic Advisory Team(EAAT) At the request of the GUAM countries, the U.S. – GUAM Framework Program has developed the Euro-Atlantic Advisory Team to assist the participating countries in developing concrete cooperative projects for the GUAM (Georgia, Ukraine, Azerbaijan, and Moldova) regional organization. The EAAT will initially focus on assisting GUAM in developing the Trade and Transport Facilitation (TTF) project, which seeks to support the GUAM Free Trade Zone and the movement of goods across GUAM borders, as well to stand up the GUAM Virtual Center for Combating Terrorism, Drug Trafficking and Other Transnational Crimes.

2 Kiev, 10 October 2005 The primary purpose of TTF and VLEC projects will be to:  Promote concrete activities and cooperation among the GUAM countries.  Develop the national inter-agency structures for international cooperation in law enforcement and trade promotion.  Stand up a GUAM Virtual Law Enforcement Center for counteracting terrorism, drug trafficking and other serious type of crime.  Stand up a Trade and Transport Facilitation project which develops each country’s border procedures for increasing trade while maintaining border security.

4 Kiev, 10 October 2005 CHANGING ROLE FOR CUSTOMS   Traditional approach: primary concern of Customs are fiscal matters and revenue collection   New tasks and new challenges due to increasing concerns for safety and security

5 Kiev, 10 October 2005 In the light of the new tasks, Customs have to ensure, among other Protection of citizens and their interests while facilitating legitimate trade

6 Kiev, 10 October 2005 Customs regional approach on security CONTROL STANDARDS  Commonly agreed control standards  Common customs procedures  Close cooperation with other services  Global cooperation TRADE FACILITATION  Compliant and reliable economic operators  simplified customs procedures  Expedited release of goods

7 Kiev, 10 October 2005 Pre-arrival - Pre-departure Information –requires traders to provide customs authorities with information on goods prior to import to or export –enables Customs to carry out risk analysis before goods arrive in the customs territory –enables Customs to focus on high risk consignments due to availability of risk-information at early stage Result: More efficient controls and faster release of goods !
