6 CIMMS and NOAA l Memorandum of Agreement (1978; modified in 1995) - Establishes CIMMS l CIMMS is a research institute of the University, and will provide to the cooperating institutions: –a means to promote collaborative research on mesoscale meteorological phenomena associated with a wide variety of severe environmental storms, short-range prediction problems, the relation of mesoscale weather systems to regional climate and to processes relevant to climate and possible climate change, and the societal impacts of mesoscale weather systems and regional climate variations; –a means to improve the effectiveness of research through close collaboration of the parent institutions; and –a center at which scientists working on problems of mutual interest may come together and work advantageously in an environment different from that already provided in the separate Federal and University structures.

7 CIMMS and NOAA l NOAA-CIMMS interaction –Cooperative agreement allows NOAA to fund CIMMS activities in order to pursue research of mutual interest. –All CIMMS employees working at NOAA facilities are supervised by the CIMMS Assistant Director. NOAA employees only provide scientific/technical oversight l Cooperative Agreement (2001-2006; renewed every five years) –Scope of research and budgets. –Documents agreement of reduced indirect cost rate. –In June 2001, NOAA places Special Award Conditions (SACs) on the new agreement. l Special Award Conditions - No funds may be expended for Doppler Weather Radar Research and Development SPECIAL AWARD CONDITIONS HAVE BEEN REMOVED!

8 CIMMS Identity l Department of Commerce requires that CIMMS maintains a separate identify from NSSL; therefore, CIMMS employees should identify themselves as CIMMS employees, with proper credit to NOAA for funding –Scientific articles –E-mail signatures and affiliation –Conference registration l Web pages with CIMMS address (www.cimms.ou.edu) –Migrate homepages to CIMMS server (upcoming seminar) –Project pages can stay on NSSL server l E-mail addresses –Government e-mail account okay –All CIMMS employees have an OU account (see IT support for assistance)

10 CIMMS Reporting Mechanisms to NOAA l Cooperative Agreement requires that we report to NOAA on an annual basis and at the end of the 5-year period l Annual reports are a good way for us to take stock of our progress the past year and look ahead to the next –Good for the CIMMS web page and other promotional materials like NOAA's "In the Spotlight" or "Hot Items” –Provides management with information about progress and plans l NOAA Formal Review of CIMMS - October 2003

11 New Policies l Official Travel –Prior to any work-related travel, all CIMMS employees must obtain authorization from the CIMMS Director or his/her designee. For travel on non-NOAA research grants, the Principal Investigator (PI) may approve the travel. If the PI is the traveler, the director must approve the travel. For travel paid from sources other than the university (e.g., travel paid by NOAA), the CIMMS director or his/her designee, must approve the request prior to the travel date. l Annual Leave –The University of Oklahoma Staff Handbook and Faculty Handbooks state that paid leave for any purpose other than personal illness or emergencies must have prior approval. Therefore, CIMMS has adopted a department- wide policy that requires all CIMMS personnel to obtain approval, in writing, any paid leave for a period of one week or longer. This request is to be submitted to the CIMMS Director or his/her designee at least one day in advance of the requested leave period. Assuming that this absence will not have an impact on current CIMMS activities, the University will grant the request. For leave periods less than one week, employees should notify their technical oversight official of their expected absence.

13 Annual Salary Increases l State budget shortfall eliminated raises for OU employees, except CIMMS and a few others l Annual raises are never guaranteed. Approval is required by CIMMS Director, Geosciences Dean, Provost, Board of Regents for salary ≥ 60K l 2003: ???
