12 Federal Anti-bullying Laws No federal law directly addresses bullying. Bullying overlaps with harassment when based on race, origin, color, sex, age, disability, or religion. When bullying and harassment overlap, federally- funded schools must resolve the harassment. When unresolved, the Department of Education and the Department of Justice may be able to help.
