9 TPGES Theory of Action-Revised If educator effectiveness drives student achievement; – And if the Professional Growth and Effectiveness System is fully implemented; – And if professional growth and effectiveness is reliably and accurately measured using multiple sources of evidence for all education professionals in all school settings; – And if schools and districts have guidance and support to utilize teacher effectiveness data to make decisions; THEN all students will be taught by an effective teacher/educator as measured by the Teacher Professional Growth and Effectiveness System.

10 Milestones Districts will fully implement each component of TPGES during the 2014-2015 school year. Teacher/Educator effectiveness will be measured by 2015 and will be used as baseline data for comparison in upcoming years.

11 Key Activities of the Delivery Chain State: Collect TPGES implementation data Region: Capacity building to use data at the district level District: Capacity building of principals and teachers in effective implementation and data use (qualitative and quantitative) School: Capacity building of teachers in all components of TPGES implementation with quality control systems in place Classroom: implementation

12 PGES Strategy Team Tasks Collect implementation data (quantitative) Develop and implement strategies to review data Develop guidance tools and provide support to assist with implementation based on PGES data Review CEPs to ensure implementation Develop communication procedures/processes to assist with implementation Develop plans for monitoring data Continue to review/add/revise tasks and milestones

14 PPGES Theory of Action-Revised IF principal effectiveness drives teacher effectiveness and student achievement; – And if the Principal Professional Growth and Effectiveness System is fully implemented – And if school leader effectiveness is reliably and accurately measured using multiple sources of evidence; – And if schools and districts have guidance and support to utilize school leader effectiveness data to make decisions; THEN all schools will be led by a highly effective leader as measured by the Principal Professional Growth and Effectiveness System.

15 Milestones Districts will fully implement Kentucky’s Professional Growth and Effectiveness System The number of teachers/educators in each performance category will be released along with additional PGES data (Self Reflection, Professional Growth Goal, Student Growth Goal, Student Voice, Observation and Summative Evaluation) and data will be used to establish baseline for 2014-2015.
