Acts 2:38 isn’t a stand-alone verse Peter quotes from Joel 2:28-32 He declares the giving of the Holy Spirit, Judgment is coming and the necessity to “Call upon the name of the Lord/Jehovah/Yahweh” to be saved. Peter proved by scripture Ps. 116:1-11 and Ps. 110:1 - that Jesus is Messiah and Jehovah – Peter spoke of the death burial and resurrection of Jesus Christ Act 2:36-37 "Therefore let all the house of Israel know assuredly that God has made this Jesus, whom you crucified, both Lord and Christ." (37) Now when they heard this, they were cut to the heart, and said to Peter and the rest of the apostles, "Men and brethren, what shall we do?"

5 Baptism is never clearly stated as being necessary for salvation. (One would expect to find it emphasized everywhere whenever the gospel is presented in the NT) In Peter’s second sermon he makes no reference to baptism, but links forgiveness of sin to repentance(Acts 3:12-26) Paul never made water baptism any part of his gospel presentations 1Co 1:17 For Christ did not send me to baptize, but to preach the gospel, not with wisdom of words, lest the cross of Christ should be made of no effect.

6 A person clearly saved before being baptized. (Acts 10:44-48) Act 10:43-44 To Him all the prophets witness that, through His name, whoever believes in Him will receive remission of sins." (44) While Peter was still speaking these words, the Holy Spirit fell upon all those who heard the word. Mar 1:15 and saying, "The time is fulfilled, and the kingdom of God is at hand. Repent, and believe in the gospel." Where is the emphasis in Acts 2:38? Luk 24:47 and that repentance and remission of sins should be preached in His name to all nations, beginning at Jerusalem.

7 Act 3:19 Repent therefore and be converted, that your sins may be blotted out, so that times of refreshing may come from the presence of the Lord, Act 17:30 Truly, these times of ignorance God overlooked, but now commands all men everywhere to repent, Act 5:30-31 The God of our fathers raised up Jesus whom you murdered by hanging on a tree. (31) Him God has exalted to His right hand to be Prince and Savior, to give repentance to Israel and forgiveness of sins. Act 19:4 Then Paul said, "John indeed baptized with a baptism of repentance, saying to the people that they should believe on Him who would come after him, that is, on Christ Jesus."Act 19:5 When they heard this, they were baptized in the name of the Lord Jesus. Act 26:20 but declared first to those in Damascus and in Jerusalem, and throughout all the region of Judea, and then to the Gentiles, that they should repent, turn to God, and do works befitting repentance.

8 Why Is It Important? Gal 1:6-9 I marvel that you are turning away so soon from Him who called you in the grace of Christ, to a different gospel, (7) which is not another; but there are some who trouble you and want to pervert the gospel of Christ. (8) But even if we, or an angel from heaven, preach any other gospel to you than what we have preached to you, let him be accursed. (9) As we have said before, so now I say again, if anyone preaches any other gospel to you than what you have received, let him be accursed. Water baptism is not a cause of salvation, but public acknowledgment and confession by the convert that he is a believer in the Lord Jesus Christ and is identified with His death, burial and resurrection.
