4 VIA Telecom Confidential 4 The Power Control Issues in 1x Rev. E Issue 1: There are many Power Control Bit redundancy in both FL and RL in the 400Hz mode.  PCBs are always transmitted in full power.  Redundant PCBs bring down system capacity Issue 2: The 200Hz FPC mode hasn’t been comprehensively verified.  It is understandable to adopt the 200Hz RPC from our experience with DO Rev. A/B and the achievable performance of early termination and RL-SIC.  It is not clear how the 200Hz FPC will work providing there is limited signal processing capability at MS.

5 VIA Telecom Confidential 5 Power Control Rates PCB transmission power does not scale down with data rate but increases with number of cells in active set. Two PC rates for RC11/RC8 are in the baseline: 200/400Hz.  The 200Hz PC rate is doable with frame early termination and SIC on Reverse Links. [Source: C30-20090205-001] DO Rev 0: 600Hz RL CLPC, no RL H-ARQ; DO Rev A: 150Hz RL CLPC, RL H-ARQ; ~3dB capacity gain over DO-Rev0 The performance of 200Hz FPC has not been comprehensively verified yet.

6 VIA Telecom Confidential 6 Power Control Modifications When POWER_CONTROL_MODEs = ‘00’ with PCBs transmitted at 400bps in FL, it is proposed that  When there is no traffic in RL with RL smart blanking enabled. [VIA C30-20090216-022]  It was proposed that RPC is reduced to 200Hz when the BS detects R- PICH gating.  Only when a blind detection is already at the BSs.  When there is no traffic in FL.  Whatever RL smart blanking is enabled or disabled. It is proposed that both RPC and FPC may be reduced to 200Hz in the rest of frame when an early termination happens on the forward link.  NO Blind Detection is Necessary.  FL smart blanking is on. PC slow down in 0bps frames.  NO Blind Detection is Necessary.

Disable the transmission of invalid PCBs in FL  When no traffic in Forward Link RL Smart Blanking is disable. PC slows down after early termination FL Smart Blanking is enabled. PC slow down in 0bps frames.

13 VIA Telecom Confidential 13 RL PCB Overhead For the new RL RC8, the BS transmits power control bits (for reverse link power control) in PCG 1, 3, 5, 7, 9, 11, 13, and 15.  When the MS transmits a non-null-rate frame, all power control bits received by the mobile station are considered valid.  When smart blanking is enabled for the reverse link and the mobile station transmits at 0 bps, only power control bits received by the mobile station in PCG 1, 5, 9, and 13 are considered valid.
