Hitachi, Ltd Huawei Technologies Airvana VIA Telecom ZTE Corporation Notice Contributors grant a free, irrevocable license to 3GPP2 and its Organization Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner’s name any Organizational Partner’s standards publication even though it may include portions of the contribution; and at the Organization Partner’s sole discretion to permit others to reproduce in whole or in part such contributions or the resulting Organizational Partner’s standards publication. Contributors are also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. 4 Functional Partitioning AAG (Access Agnostic Gateway):  AAA client for AAA transactions  IDS (Intrusion Detection System)/IPS (Intrusion Prevention System) access point  Hot-lining device  Prepaid client/Online charging (Diameter)  Foreign Agent (FA) for MIPv4  Network Mobility Agent for localized network mobility (NMA)  QoS enforcement point (Marking and shaping based on Ty policies)  Policy enforcement point including charging rules etc (PCEF)  NFCC (Network Firewall Configuration and Control) packet filter (optional)  Accounting Storage/Forwarding for UDR coming from BS BS (Base Station):  PMIP Client  AAA Client sends UDRs to AAG  NFCC (to deal with reverse link traffic at the entry point, optional)  IDS (Intrusion Detection System)/IPS (Intrusion Prevention System) (optional)  Radio Link Function Header Compression IP Packet Classifier for over the air QoS treatment QoS and Policy enforcement  Authenticator  Paging

5 Interfaces The interface between AAG and BS:  Interface for policy and session QoS (e.g., Ty relay)  AAA protocol  IETF network based mobility protocol (Proxy MIP) Inter eBS Interface:  L3 (IP Data) tunnel  L2 Data tunnel Carries OTA signaling messages between AT and non serving eBS Carries partial-data between AT and non serving eBS.  CTP (Context Transfer Protocol) L2 context transfer L3 context transfer  Registration, Paging, etc

6 Some Highlights IETF standard protocol must be used for inter-AAG interface if needed CMIP is used for inter-technologies handoff

7 Recommendations 3GPP2 must standardize only one profile in evolution architecture 3GPP2 should expedite the network evolution progress  Adopt the proposed architecture and functional partitioning  Start to work on technical specifications
