3 www.oregonyouthsoccer.org 3 US Youth Soccer statement on U.S. Soccer’s birth-year registration mandate FRISCO, TEXAS (Jan. 26, 2016) — As previously announced in August 2015, US Youth Soccer, along with other youth soccer sanctioning bodies, will be implementing the U.S. Soccer Federation’s birth-year registration mandates on Aug. 1, 2016. This means that beginning Aug. 1, 2016 all regional and national US Youth Soccer competitions, including all levels of the US Youth Soccer National Championship Series, US Youth Soccer National League, US Youth Soccer Olympic Development Program, US Youth Soccer Regional Leagues and US Youth Soccer Presidents Cup, will be based on age group cut-offs of January 1 for each age group. Due to additional interpretative changes by U.S. Soccer since this announcement in how competition age groups are labeled, US Youth Soccer and other sanctioning bodies are now clarifying the age group structures for the 2016-2017 season.US Youth Soccer National Championship SeriesUS Youth Soccer National LeagueUS Youth Soccer Olympic Development ProgramUS Youth Soccer Regional LeaguesUS Youth Soccer Presidents Cup BIRTH YEAR REGISTRATION

4 www.oregonyouthsoccer.org 4 Beginning Aug. 1, 2017, all youth soccer sanctioning organizations will form competitions based on birth-year age groups. Beginning Aug. 1, 2016, US Youth Soccer will be using the following birth-year “labels” for competition, based upon the season in which competition ends. For example: Players born from August 1, 1997 – December 31, 1998 will be labeled as Under-19/20s. Players born from January 1, 1999 – December 31, 1999 will be labeled as Under-18s. Players born from January 1, 2000 – December 31, 2000 will be labeled as Under-17s. Players born from January 1, 2001 – December 31, 2001 will be labeled as Under-16s. Players born from January 1, 2002 – December 31, 2002 will be labeled as Under-15s. Players born from January 1, 2003 – December 31, 2003 will be labeled as Under-14s. Players born from January 1, 2004 – December 31, 2004 will be labeled as Under-13s. 2017 – year born 2000 = U172001 = U162002 = U15 BIRTH YEAR REGISTRATION, cont

5 www.oregonyouthsoccer.org 5 Teams will now be formed at the age level of their oldest player. Recreational teams – There will be no play downs. Form team age according to your oldest player. Clubs should be talking to the recreational leagues that they play in to make sure that their teams will be bracketed appropriately. Most recreational leagues are already moving to grade format to include multiple year team formation for grade bracketing. The focus here should be keeping the kids together. THJSL and PYSA are already planning to do this for Fall 2016. Competitive teams – Same formation. Teams are formed based on your oldest player. Typically we find that a competitive team has approximately 40% of its players playing up. If you keep this model, your younger players could be playing teams that have players that could be 2 years older. OYSA will be keeping the same approved play up levels for competitive teams. We will also be adding a U15 age group to our Fall League as well as Winter. U11U10 U12 – U152 years younger than team age U16 – U19 U14 BIRTH YEAR REGISTRATION, cont

7 www.oregonyouthsoccer.org 7 Due to the Federations notification that all Foreign Born players must have Federation approval, we will be adopting the following: Any player born outside of the United States must receive clearance from the USSF before being registered to play in the United States. This process can take weeks to complete, so prompt and timely action is vital to getting these players onto teams. Do not wait until the last minute. Competitive teams – This step is vital to your international players. This will be an issue at Regionals and good quality players can and will be called out to supply this information. What does this mean for your club – Simply, if you use the Affinity registration system, your parents will be asked if their child was born outside of the US. If so, they will be sent to the Federations page to guide them in the process of approval. This should be the parents responsibility to start the process. 8 www.oregonyouthsoccer.org 8 This year (seasonal year 15-16) we will only be starting with Federation approval for the Competitive teams that will be moving on to Regionals. Our Cup (President and State) play ends on May 1 st and May 7 th, respectively. That gives us a little over a month to get approvals for foreign born players before regionals. Starting with seasonal year 16-17, we will be requiring approvals for all foreign born players. INTERNATIONAL CLEARANCE PROCESS, cont

10 www.oregonyouthsoccer.org 10 Proof of Age (USYS Policy on Players and Playing Rules) Proof of age shall consist of a birth certificate, a Uniformed Services Identification and Privilege Card (DD Form 1173) issued by the uniformed services of the United States, a birth registration issued by an appropriate government agency or board of health records, a passport, an alien registration card issued by the United States Government, a certificate issued by the Immigration and Naturalization Service attesting to age, a current driver’s license, an unexpired federal, state or local government identification card (if documentation of date of birth is required), or a certification of a United States citizen born abroad issued by the appropriate government agency. Hospital, baptismal, or religious certificates will not be accepted. How will we implement this? All Competitive clubs are required to submit birth documentation when registering a new player or for a player that has been in the system, but does not have documentation. How can Recreational clubs help – they can ask for the same documentation when registering new players. This also helps to establish the players legal name and date of birth cutting down on duplicates later on. BIRTH DOCUMENT VERIFICATION

11 www.oregonyouthsoccer.org 11 Team Names for Competitive League Play Team names will now be asked to us the below naming formats. This naming format is primarily for the use of our league scheduler. When clubs have used random naming conventions, it is a very time consuming job for them to sort together club teams for field inventory and coaching assignments. As of Fall 2016, we will be asking all clubs to use the below method in naming their teams. Initials of club, last 2 digits of birth year, gender, then you can add other names as your clubs sees fit. Bend FC Timbers would be: BFCT 00Bteams can then add White, Green, Rovers, etc. BFCT 00G TEAM NAMING FORMAT
