2 On March 14, 2013, Governor Chris Christie signed into law Assembly Bill A720, which mandates all NJ state employees be enrolled in direct deposit by July 1, 2014. Employees must enroll in direct deposit of their pay check into a bank account / credit union account Employees not enrolled in direct deposit by July 1, 2014, WILL NO LONGER BE ISSUED A LIVE PAY CHECK unless exempted

3 Supplemental pay periods are included in this policy The cut-off period for supplemental payrolls will be moved up to Friday to meet the 48-hour window for direct deposit submission If data for the supplemental pay is not ready by the cut-off date, the supplemental data must be submitted for the following supplemental pay period Supplemental direct deposit is a work in progress and may begin before July 1, 2014 When Centralized Payroll is ready to implement you will be given further information

4 Newly hired employees should be encouraged to enroll in direct deposit when they start New direct deposit application forms will be provided to payrolls The new form includes Employee Self Service enrollment and access instructions

5 Employees not enrolled in direct deposit will receive a pay card (unless exempted) Employees’ pay will be deposited onto this card The pay card will be mailed to their home address on file prior to the their first pay check in July 2014 Employee addresses must be correct!

7 One of the provisions of Assembly Bill A720 requires all employees currently enrolled in direct deposit receive their pay stubs only on the Internet through the Employee Self Service program within 4 months of the signing of the bill Quick math: 4 months after March is: July 2013

8 Beginning with the July 5, 2013 pay check, the State of New Jersey will NO LONGER print pay stubs for employees enrolled in direct deposit Pay stubs will only be provided online via Employee Self Service Employees may view, print, or save a copy of their pay stubs on Employee Self Service

9 How many employees will this impact? Approximately 17,000 Are you auto-enrolling these employees into Employee Self Service? No. Phase 2 and 3 of the auto-enrollment project (which started in September 2012) have been cancelled

10 How will these 17,000 employees sign up for the program? Centralized Payroll will distribute informational letters with direct deposit employee’s pay stubs regarding mandatory enrollment in ESS The letter will include an explanation of the new law and requirement for direct deposit employees Each letter will include enrollment instructions for ESS Employees must have their most recent pay stub available when enrolling in Employee Self Service The informational letters will be distributed in 2 waves

11 Wave 1 Distribution Date – May 10, 2013 Letters will be distributed to direct deposit employees not enrolled in ESS The letter will inform employees they will receive one additional printed pay stub after they enroll in the program Wave 2 Distribution Date – June 7, 2013 Letters will be distributed to all remaining direct deposit employees not enrolled in ESS by this date The letter will remind them that they will no longer receive a printed pay stub as of July 5, 2013

12 As a result of this legislation, Centralized Payroll will no longer allow employees to opt out of the Employee Self Service program The No-Print Report will no longer be generated beginning with the July 5, 2013 pay stub Since all employees in direct deposit will no longer receive a printed pay stub, there is no reason to produce the report

14 Seasonal employees in Temporary Employment Services Positions 880000 to 889999 NJ National Guard activated for state emergencies Former State of New Jersey employees with retroactive contractual payments of Back Pay Awards Employees with a disability that prevents them from using a computer to access their pay stubs Recipients of wage payments as a result of a consent decree

15 None of those exemptions apply to me, how do I opt out of this? A provision in A-720 allows an employee to request an exemption from this policy. All requests will be reviewed by OMB before submission to the Treasurer’s Office for a final approval/denial decision NOTE: Limited access to a computer or a reluctance to use Employee Self Service will NOT be considered sufficient reasons to grant an exemption to this policy

17 Centralized Payroll is providing payroll representatives access to print employee pay stubs through the Centralized Payroll WEB portal Employees may come to you and ask you to print their pay stub for them Help them access the program and show them how to print their pay stub themselves Make sure employees have their log on information written down so they can use it for future access

18 Remember, the name of the program is: Employee SELF Service not Employee Run-to-my-payroll-rep-to-print-my-pay-stub Service You are to serve as a backup to the program in case of emergencies, not a printer

20 I want to change my direct deposit account information. Will I get a pay card for two pay periods during the pre-note process? The pre-note process has been reduced to one pay period effective pay period 10 of 2013 Employees changing their account information will receive a live pay check during the one pay period pre-note process, not a pay card

21 If all state employees are accessing the program on pay day, is there a chance the system will crash? The Office of Information Technology has stated that the myNewJersey web portal is “adequately robust” and can handle the increase in traffic accessing the portal OIT is constantly updating and upgrading the system and has backups in place to prevent a system crash

22 I don’t like any of this, I want a live pay check. You may submit a request for exemption from this policy. Remember, though, that “not liking” the program will not be considered a valid reason for exemption.

24 Employee ID on pay stubs Centralized Payroll is adding Employee ID numbers to Employee Self Service pay stubs The ID number will be placed at the top right portion of the employee’s pay stub on the site and the copy available through the Printable Version link

25 Online W-2 forms Centralized Payroll will offer an optional online W- 2 program to employees enrolled in Employee Self Service for the 2013 W-2 This is not a mandatory program Employees must opt-in to this program to participate Employees that choose to enroll in this program will NOT receive a printed 2013 W-2 form Employees in the online W-2 program will receive access to their W-2 when they are ready for printing, providing them access to their W-2 before forms are mailed to all other employees
