2 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 STES Timeliness Framework Developed by the STESEG taskforce on timeliness and benchmarking Aims to assist countries to improve the timeliness of the STES they produce (reduce costs & improve accuracy as well) A collection of good practices which cover all aspects of the statistical production process First version is now available on the OECD website STESEG has the role to improve, maintain, use and promote the framework

3 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Developing the STES timeliness framework Aim for the framework to have a very practical focus Relevant documentation was collected from countries in a specific request –Requested existing documentation, 129 papers from 21 countries submitted: 46 papers from 18 countries used Relevant statistical journals, conferences and workshop proceedings were reviewed –8 journals & 17 conferences reviewed, from which 34 papers from 11 different sources were chosen

4 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Using the framework Taskforce had many ‘iterations’ to design a structure as user friendly as possible Given the breadth of material and different country practices it contains, it should be widely applicable

6 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Improving, maintaining & promoting the STES Timeliness Framework STESEG participants were asked to: –Review the presentation structure of the framework and suggest improvements –Submit further papers to be assessed for inclusion –Suggest processes for maintaining the framework and what role the STESEG should play in this –Suggest methods for promoting the framework to ensure it is widely used Now for a review of STESEG members comments and a discussion on these issues

7 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Suggestions on presentation Ability to view or sort documentation by country Heading which provides links to relevant conference proceedings, journals etc. Inclusion of theoretical results for papers describing the implementation of practical methods Several suggested modifications to the headings used Provision in other languages, WORD format and zip files

8 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Provision of additional papers A very small number of papers (less than 5) were submitted for consideration There is no doubt that additional relevant information that should be in the framework exists – how to find this easily? Potentially a very important future role for countries participating in STESEG

9 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Maintaining the framework Role of STESEG members to coordinate ongoing collection within their organisations Email feedback mechanism to facilitate submissions on an ongoing basis by users Ongoing role of an editorial board to review quality of new papers submitted for possible inclusion Other ideas???? Frequency of updates required

10 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Promoting the framework Most important part to ensure its use and thus justify the resources used to develop it –Several comments that STESEG members must commit to promoting the framework within their organisations >Create a timeliness section on national websites including a description of the framework and link >Have a timeliness workshop in the statistics office, may establish better networks to receive new material

11 STESEG taskforce on timeliness and benchmarkingJune 28-30 2004 Promoting the framework – other ideas Registration facility for users of the framework, receive an email when new material is added Articles in relevant statistical newsletters with links to OECD website (OECD, UNSD, ISI – others?) Inclusion on other international organisations websites, other roles for these organisations to play? Presentation of the framework at other relevant statistical meetings that STESEG members attend Smart web design – searches on key words (e.g. in Google) return the framework
