Norwegian People‘s Aid Humanitarian Disarmament Programme Bosnia and Herzegovina Workshop: Pilot Project Targeted Technical Survey in the area of Travnik -Workshop of the results of new procedures and techniques testing- Lesson learned in implementation of the Pilot Project Project is supported by the Kingdom of Norway and the Republic of Korea through ITF Enhancing Human Security

Analysis of the results of working methods: Potkraj, Travnik - On mine suspected hazardous areas in the local community of Potkraj, Travnik targeted investigation was conducted on 11 evidences, targets for investigation through targeted technical survey. -Targeted technical survey was conducted within two phases : -Applied two working methods: Total targets Investigation of the targets Definition of the geographical characteristics of targets 11 4,345 m 2 5,616 m 2 43.6%56.4% 9,961 m 2 Total targets Manual investigation Investigation with special dogs for technical survey 11 5,437 m 2 4,524 m 2 54.6%54.6%45.4% 9,961 m 2

Phase of targeted investigation/ Working method Investigation of the targets Definition of the geographical characteristics of targets Number of targets Cleared area Number of targets Cleared area m2m2 %m2m2 % Manual method112,55558.8%62,88251.3% Special detection dogs 61,79041.2%32,73448.7% - During the phase-investigation of the targets, on a total of 5 targets manual method was applied only, on residual 6 targets special detection dogs for technical survey were engaged. -During the phase-definition of the geographical characteristics of targets, on a total of 3 targets manual method was applied only, on residual 3 targets special detection dogs for technical survey were engaged. Use of manual method and special detection dogs for technical survey is balanced during the targeted investigation. Analysis of the results of working methods: Potkraj, Travnik

Analysis of the targeted technical survey results Results of targeted investigation Number of targets Total treated areas (m 2 ) Defined areas for further land release Minefield identified, and defined geographical position of the minefield 54,450Clearance Confirmed the presence of mines, not defined geographical position of the minefield 22,654Technical survey Identified position of the minefield, determined that mines are removed 42,857 Non-technical survey Land release Total119,961 -The assessment covered mine suspected hazardous areas on a total of 1,826,000 m 2 -Within targeted investigation cleared- treated with clearance techniques a total of 9,961 m 2 -Confirmed hazardous areas for clearance on a total of 39,000 m 2, where through targeted investigation minefields are identified and defined geographical position of the minefields -Confirmed hazardous areas for systematic technical survey on a total of 129,100 m 2, where through targeted investigation is confirmed the presence of mines, not defined geographical position of the minefields. -Areas that could be released based on the targeted technical survey results -113,100 m 2 -It is expected that residual suspected hazardous areas on a total of 1,544,800 m 2 will be released through non-technical survey upon completion of the clearance and technical survey.

Overview of the results of non-technical survey, technical survey and clearance in Bosnia and Herzegovina in the period 2009.-2014. Results of the non-technical survey, technical survey and clearance 2009-2014 Areas released through technical survey and clearance in the period 2009-2014 in average 11.5 km 2. Significant trend of reduction of areas released through non-technical survey in the period 2009-2014. In 2014 for 73.96% less areas released through non-technical survey compared to 2009.

Overview of the results of technical survey and clearance in Bosnia and herzegovina for the period 2009-2015 (June) Technical survey and clearance results per year in the period 2009-2015. (June 2015.) In the period 2009-June 2015, technical survey was conducted on a total of 60.8 km 2. Through technical survey a total of 1.5 km 2 was defined for clearance, which is 2.5% of total technical surveyed areas.

Comparative analysis of the expected results of the targeted technical survey compared to the traditional technical survey: Potkraj, Travnik Technical survey method 1. Targeted investigation (m 2 ) 2. Clearance (m 2 ) 3. Systematic investigation (m 2 ) Total areas treated with clearance techniques within technical survey (m 2 ) Targeted technical survey 9,96139,000 38,730 (total technically surveyed areas129,100 m 2 ) 48,691 By applying of targeted technical survey, for definition of 39,000 m 2 for clearance, we conducted clearance techniques on a total of 9,961 m 2. A total of 129,100 m 2 defined for systematic investigation. It is estimated that a total of 48,691 m 2 will be treated with clearance techniques in technical survey. Technical survey method Areas for technical survey (m 2 ) 1. Systematic investigation (m 2 ) 2. Clearance (m 2 ) Total areas treated with clearance techniques within technical survey (m 2 ) Traditional technical survex 1,278,000 (70% of the total suspected hazardous areas) 371,000 (total technically surveyed areas 1,239,000 m 2 ) 39,000371,000 Hypothetically: Without application of the targeted technical survey, it is estimated that a total of 371,000 m 2 will be treated with clearance techniques within technical survey.

Comparative analysis of the expected results of the targeted technical survey compared to the traditional technical survey - With application of targeted technical survey 61 % more areas for land release through non- technical survey. Comparative analysis of the expected results of the targeted technical survey compared to the traditional technical survey: Potkraj, Travnik

1.National Standard for the Land Release will provide a framework for the standardization and implementation of the targeted technical survey. 2.Development of Standard Operating Procedures of demining organizations-implementer of targeted technical survey, is necessary for efficiency and success of targeted investigation. 2.Application of advanced working methods, with traditional methods used in demining, creates the conditions for increasing the efficiency and effectiveness of targeted investigations. Further development of the targeted technical survey Non-technical survey Identification and updating of information on suspect areas General assessment of the situation Targeted technical survey Identification of minefields/strike zone Confirmed hazardous area defined 1-3% of the surface is treated with clearance techniques Combined with non-technical survey Systematic technical survey Confirmed hazardous area defined Land release 20-30% of surface is treated with clearance techniques Clearance Mine land released 100% of the surface is treated with clearance techniques Non-technical survey Reassessment of hazards Land release
