3 © EUROCONTROL 2004 - European Air Traffic Management Programme “Master Plan” Origin - Context PRR/5 Rec.8, followed by PC/14 decision: l “PC … agreed in principle that ANSPs and aircraft operators should be bound to meet European minimum functional requirements and interoperability standards by specified dates, according to a Master Plan to be developed … and taking account of the existing European Convergence and Implementation Plan (ECIP) and the associated national Local Implementation Plans (LCIPs)” Strategic Aerospace Review for the 21st Century (STAR 21): l “Air Traffic Management: A master plan for a Single European Sky initiative should be developed within the framework currently discussed in the European Parliament and the Council.” AECMA/ASD-EUROCONTROL Bilateral Steering Group: l initiative to initiate development of a Master Plan Industry proposals for a SES Programme

9 © EUROCONTROL 2004 - European Air Traffic Management Programme The Way to 2020 Achieve 2020 objectives through a phased approach l Step-by-step implementation through viable transitions l Synchronisation with upstream RTD programmes 3 Baselines, each with identified concept, benefits and enablers l Foundation l Initial deployment of technologies and concepts to be widely used in later baselines l Based on mature and validated concepts and products l Based on ECIP contents and timeframe, consistent with ATS providers planning (e.g. FDP) l Requires deployment measures (incentives, mandates,...) l SES Deployment l Supporting the implementation of Single European Sky l Consistent with FP6 programmes scope and timeframe (C-ATM, EMMA, …) l Consolidation of mature research and construction of a consistent technical base l Requires large scale validation programme l Collaborative - High Performance ATM l Towards the ATM 2020 Vision l Aiming at ACARE/ ATM2000+ goals l Urgent need for innovative R&D

10 © EUROCONTROL 2004 - European Air Traffic Management Programme Achievements and way ahead Achievements to date EUROCONTROL & ASD (formerly AECMA) collaboration, fully supported by EC A foundation for Master Plan development has been established, providing a basis for R&D planning Current achievement is only a very first step towards the objectives... l Stakeholder involvement, targeting consensus…. l Detailed Research planning complemented by deployment cycle l Steering and management of research element placed under JPB, ensuring EATM and EC alignment l “Living” Plan with an iterative review process, taking into account evolving needs and results, becoming the Reference for all stakeholders ……. An ambitious programme is required to support further development of the European ATM Master Plan This is the backbone within “SESAME”, a major initiative, called by the EC, for the implementation of the Single European Sky
