1 1 Performance measurement data are displayed for 10 individual survey cycles, including 3 cycles for each of the fiscal years 2001 through 2003 and the fiscal year 2004 cycle completed August 29. This allows review of 3 year trends and seasonal fluctuations. Weighted Scores Weighted scores combine a number of elements into a few scores for road surface, shoulders, roadside/drainage, traffic services to provide a broad view of the status of the system statewide and in each of the six districts. Weighting Factors yield a possible score of 100 for each category and composite score These Safety elements are assigned a weight of 5 for the percent passing: Pavement Potholes/Spalls & Ruts; Shoulder Drop-off/Build-up; Clear Zone Encroachment; Guard Rail, Paint Striping, Signs, Raised Pavement Markings. These Motorist Services elements are assigned a weight of 3 for the percent passing: Pavement Shoving, Rolldown, Faults, Bumps, Depressions; Shoulder Potholes/Spalls, Bumps, Depressions, Cross-slope; Mowing, Noxious Weeds, Markers, Litter, Junk Dead Animals. These Preservation elements are assigned a weight of 1 for the percent passing: Pavement Cracks/Joints, Surface Condition; Shoulder Cracks/Joints, Surface Condition, Rolldown, Faults; Culverts, Ditch Debris, Drains, Erosion/Slides.

4 4 Additional Analysis for Selected Elements Recent Performance Measurement Reports have compared condition status of selected elements with projected costs to reach the reallocation thresholds for those elements. This report compares element status with historical work accomplishment hours. Elements Selected for Additional Analysis in this Report Of the 10 elements selected for action plan recommendations in January, the following 5 were selected for additional analysis in this report: w-beam guardrail, unpaved shoulder drop-off, paint striping, culverts and ditch debris. These elements directly align with function codes used in work accomplishment reporting. Also, this report includes the 2 elements of mowing and noxious weeds. Work accomplishment hours are provided for each of these seven elements in each district for the most recent three fiscal years.

5 5 Additional Analysis for Selected Elements Elements Not Selected for Additional Analysis in this Report The following 5 elements from the January action plan recommendations were not selected for additional analysis in this report: PCC potholes/spalls, granular cross slope greater than 8%, PCC cracks/joints, ACC transverse/random cracks and ACC surface condition. These performance measurement elements do not align well with function codes used in work accomplishment reporting. As an example the performance measurement element of PCC potholes/spalls could be addressed by the following functions: 609, spall patching; 613, pavement replacement; and 617, permanent surface repair. Also, these same 3 functions could be applied to these additional performance measurement elements: ACC potholes; ACC bumps/depressions; PCC bumps/depressions.

7 7 Percent Passing Compared with Reallocation Thresholds and Work Accomplishment Hours 1.Work accomplishment hours are provided for each of the seven elements in each district for the most recent three fiscal years. 2.The seven elements selected for additional analysis directly align with function codes used in work accomplishment reporting. The elements and related function codes are: W-Beam Guardrail – Function 670 Unpaved Shoulder Drop-off – Function 634 Paint Striping – Functions 663 & 664 Culverts – Function 657 Ditch Debris – Function 655 Mowing – Functions 636, 638 & 645 Noxious Weeds – Function 646 3.Mean sample sizes per cycle are provided for each of the seven elements in each district.

8 8 Percent Passing Compared with Reallocation Thresholds and Work Accomplishment Hours 4.Starting with the FY03.3 cycle, surveyors have been reporting more detailed data about the types of defects for several performance measurement elements. This report includes specifics about the following types of defects for each district: W-beam guardrail - percent of height defects compared to structural damage; Unpaved shoulder – percent of drop-off defects compared to build up; Culverts – percent of structural damage defects compared to plugged culverts.
