26 Five mechanisms Newpubli uses to control quality of articles 1.Only experienced researchers are qualified to submit manuscripts to Newpubli 2.Newpubli accepts only the manuscripts which are well- written, of clear statements on competing interests and other relevant issues, and of no ethical problems 3.The preprints rated to be of the lowest value rank will be transferred to the sister journal of Newpubli, Newpubli Express, for formal publication 4.The preprints rated to be of high ranks will be awarded using honors and journal shares to encourage authors to submit superior manuscripts 5.The articles shall be reviewed again and/or retracted if some academic or ethical flaws have been identified

27 Impact factor (IF) of Newpubli  The IF of any journal cannot be calculated until the journal is 3 years old  The IFs of the whole journal and each collection of the articles sharing the same value rank can be calculated separately  It is interesting to wait and see whether the value rank is highly related to the IFs
