1 Pilot project: Targeted technical survey in the area of Travnik Workshop on result of testing of new procedures and techniques Project is supported by Kingdom of Norway and Republic of Korea through ITF Enhancing Human Security

2 BiH ratified the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti- Personnel Mines and on their Destruction (MBT) on December 8, 1998, and became a State Party on March 1, 1999. Pursuant to paragraph 1 of Article 5 of this Convention: „Each State Party undertakes to destroy or ensure the destruction of all anti-personnel mines in mined areas under its jurisdiction or control, as soon as possible but not later than ten years after the entry into force of this Convention for that State Party.“ According to this BiH should have fulfilled this obligation by March 1, 2009. Since it was unable to meet this obligation BiH used the provision given in bullet 4 of Article 5 of the Convention and requested an extension of the deadline for fulfilment of this obligation for additional 10 years. That means March 1, 2019 as new deadline for fulfilment of obligations from bullet 1 of the Article 5. According extension of deadline Council of Minister adopted BiH Mine Action Strategy 2009-2019 Status of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction

7 7 NEEDS FOR EFFICIENT MINE ACTION IN BOSNIA AND HERZEGOVINA NPA POLICY POSITION Due to the extent of the 1,417 local communities affected by minefields and lack of sufficient financial resources, BiH has been unable to meet this obligation under MBT by 1 March 2019. BiH obligation under CCM could be meet under Completion Initiative until and 2017. Assistance to national authorities in Bosnia and Herzegovina towards fulfillment of MBT and CCM obligations should remain a primary goal of donor countries. The current funding situation—insufficient, relatively unstable—shows that support for mine action in BiH needs to be reconsidered, through improved communication between national mine action authorities and international donors. BiH national authorities have shown political initiative as well as their will to meet the remaining MBT and CCM obligations. This political will of national authorities in BiH should be transformed into improved national mine action legislation and increased financial participation on a national level. Successful implementation of the BiH Mine Action Strategy also depends on local inter-sectorial coordination and inclusion of mine action in other special strategies issued on the level of the state, entities, cantons and municipalities.

8 8 NEEDS FOR EFFICIENT MINE ACTION IN BOSNIA AND HERZEGOVINA NPA POLICY POSITION Releasing land contaminated with mines and other remnants of war must remain a key goal for actors at all levels, so that the problem can be solved within a reasonable time-frame and at a reasonable cost. This is more technical issue than related with any political circumstances. Development of land release concept are still open even significant improvements were done. Land release is different that demining and includes all reasonable effort to identify existence or suspicion on existence of mines and ERW, define area that will be returned to user in order: non-technical survey, technical survey targeted and systematic) and clearance. Land release means additional assessment of hazard with scalable and reduced use of clearance resources. Full implementation of land release concept is precondition to develop effective exit strategy for Mine Action in BiH. EU, UNDP and GICHD support Demining Commission and BHMAC intention to develop land release national standards, standards operational procedures and advanced techniques for more efficient land release

9 9 EFFICIENCY ANALYSIS OF LAND RELELASE IN BiH – NON-TECHNICAL SURVEY Criteria for cancellation/releasing of land through non-technical survey have been used from 2002. Some key criteria can not be applied more. They spent through their long-term application in non-technical survey The result is a decreasing trend in the area that can be released through non- technical survey

10 10 EFFICIENCY ANALYSIS OF LAND RELELASE IN BiH – TECHNICAL SURVEY AND CLEARANCE Through 2008-2014, NGOs and commercial companies that received work via tender participated with 58.4% in TS/Clearance Through 2012-2014, NGOs on direct funding and governmental organizations dominated with 53% of participation in TS/Clearance

11 11 EFFICIENCY ANALYSIS OF LAND RELELASE IN BiH – TECHNICAL SURVEY AND CLEARANCE Through 2008-2014, technical survey contributed with 81.3%, while clearance contribute with 18.7% (2013: TS-82.9%, Cl-17.1%; 2014: TS-84.5%, Cl-15.5%). Imbalance between technical survey and clearance has not changed in favor of cleaning which is precondition to speed-up work on fulfillment MBT obligations

Operators with higher proportion of the clearance has significantly lower average of mines found per hectare then operators with lower proportion of clearance. Mine clearance can be more efficient. 15 15 PILOT PROJECT ON DEVELOPEMENT TECHNIQUES AND STANDARD OPERATIONAL PROCEDURES FOR TARGETED TECHNICAL SURVEY In 2015 NPA will start implementation of pilot project of targeted technical survey in the area of Middle Bosnia. Targeted technical survey is “missing chain” in whole process and attention is oriented on development of advanced techniques for data collection and assessment and standard operational procedures.

17 17 PILOT PROJECT ON DEVELOPEMENT TECHNIQUES AND STANDARD OPERATIONAL PROCEDURES FOR TARGETED TECHNICAL SURVEY Challenges that were faced BHMAC and NPA – PILOT PROJECT PURPOSE Establish a process and to develop techniques for data collection in targeted technical survey that ensure improved assessment of the remaining mine suspected areas with very limited use of resources for demining. Achieve a strong interaction between the non-technical survey and targeted technical survey. Targeted technical survey should be used instead of systematic technical survey wherever possible. It is necessary to significantly reduce the participation of systematic technical survey operations in Bosnia and Herzegovina. To improve the efficiency of mine clearance through targeted technical survey: More precisely positioning characteristics of minefield inside surface of which is estimated for mine clearance. The increase in the average number of found mines per hectare of cleared areas. To increase the area for mine clearance on the way that minefield confirmed through targeted technical survey are prioritize for mine clearance. Provide working conditions for all demining organizations, including government agencies, non-governmental organizations and commercial companies
