3 Department Overview Responsible for approximately 48,000 students applying for finance as EU students. In the 14/15 academic cycle we have processed over 5600 migrant worker applications, 3494 of which have now been approved. Team of 15 assessors

4 EU Applications Tuition Fee Loan for full time students in England. Tuition Fee Loan and Tuition Fee Grant for EU Students in Wales Part Time Tuition Fee Loan for students in England. Part Time Tuition Fee Grant for EU students in Wales & Northern Ireland

5 Application Cycle 1. Paper application form received (with evidence of EU Nationality for first time applicants). HEI’s offering Bursaries are identified and an application sent to student. 2. Assessing team consider application within 30 day SLA agreed with BIS. 4. Tuition fees paid in 3 instalments direct to the University. 25% - 25% - 50% of fees loan 5. Student reapplies for the next academic year, or enters repayment. 3. Assessment completed and confirmation of tuition fee loan sent to student.

12 EU Bursaries SLC holds contracts with a number of HEP’s to carry out means tested assessments for EU students At present we have over 70 HEP’s who participate in the EU Bursary scheme We have a dedicated team who process the EU bursary applications as well as offer a telephone advice line for students In the year to date we have completed over 2000 bursary assessments

13 Eligibility Requirements Students must have completed a tuition fee loan application (even if they do not wish to receive a loan) if they wish to apply for the bursary All bursary applicants are subject to exactly the same eligibility requirements as EU fee loan applicants and this is established before the bursary assessment, using the students application for tuition fees The bursary process differs from the EU Tuition Fee process in that we assess the household income. Here, the process begins to mirror the requirements for UK ‘Home Students’: Under 25 – dependent, Under 25 – fits independent student criteria & Over 25 – automatically independent

14 Evidence Students are required to complete an application form and submit evidence of household income and marital status where applicable, the documents needed as evidence vary according to each EU country For a 2015/16 application we would use the income from the 2013 tax year We will accept originals or certified copies of all evidence

19 Migrant Worker Assessments Provisional Assessments It is a requirement for Migrant Worker funding that the EEA Migrant Worker is in employment at the start of the academic year. Where a student applies for support prior to the academic year will be issued with a letter advising of their “Provisional Acceptance” pending evidence of employment after the start of the academic year. Unsuccessful Applications When a student’s application as an EEA Migrant Worker is unsuccessful, where appropriate we will always transfer their records in order that they can be processed as an EU Student. A letter will be issued to the student outlining the reason(s) for the unsuccessful application alongside the appropriate EU application.
