5. 5  The Government requests VNNIC to be foreign and domestically-recognised NIR to ensure uniform management  VNNIC receives requests by ISPs on resources allocation  As a consultant to ISPs, VNNIC could not bring into full play his responsibilities for the best benefits of the Vietnamese community in terms of policy enforcement, technical support.  Database has not been in NIR-based criteria, possibly slowing down VNNIC’s processing in number of cases. 6. 6  ISPs in Vietnam often use small blocks of address, making current operation scheme costly in terms of registration and maintenance fee.  ISPs’ inexperience with APNIC’s policies, together with language and technique inproficiency cause a lot of difficulties.  Communication between NIR and ISPs is more cost-effective than that between RIR and ISPs.
