2 Research trends: present scenario  Growth of information in print/non-print in the era of internet leading to resources scattered in multiple forms  Extensive growth in Linguistics discipline, multidisciplinary, application of IT and computer application  Importance of the study and development of Indian languages/tribal languages more stressed today  Change in the approach of information needs and seeking behavior of users  Time - important factor in accessing information

3 Documentation Information Centre’s - India for Science and Social Science -  INSDOC – Indian National Scientific Documentation Centre, New Delhi was setup in 1952 by the government of India with technical assistance from UNESCO to provide a full range of documentation services to scientists and technologies. It is a constituent establishment of the Council of Scientific and Industrial Research in the Information Sciences Group.  DESIDOC – Defence Scientific Information and Documentation Centre started functioning in 1958 as Scientific Information Bureau (SIB).

4  NASSDOC– National Social Science Documentation Centre, New Delhi was setup in 1970 by Indian Council of Social Science Research.  SENDOC – Small enterprises National Documentation Centre, Hyderabad was setup in 1971 at the Small Industry Extension Training Institute (SIET), Hyderabad to cater to the information needs of the small scale industry.  NISSAT – To study the feasibility of a world Science information system the National Information system for Science and Technology launched on 13 th May 1977 under the Department of Science and Technology

5 For Indian Languages and Linguistics ? No centralized documentation centre in India

6 Need for a National Information Centre on Indian Languages-why?  No central agency to collect, process, retrieve and disseminate information  Lack of bibliographic control for scattered resources  Lack of information resources to cater the information needs  Duplication /non-availability of resources  Non-availability of important documents, unpublished resources eg. theses, dissertations, reports, offprint's and reprints  Hence, urgent need for an effective and efficient agency at the national level for proper co-ordination to act as a clearing house of information on linguistics and Indian languages.

7 Objectives The objectives would be in conformity with the CIIL objectives and nation’s plans for the development of Indian Languages. As such following are the five fold objectives-  Act as a clearing house of information on all aspects of languages and related areas.  Provide documentation and information services to CIIL and its RLC centres, other organizations in the state and central governments, university departments, research institutions and individual scholars doing research in the field of linguistics and Indian languages in India and aboard. 8  Act as a co-ordinating agency in a national network comprising various institutions.  Arrange for adequate access facilities for users who require the information regarding Indian languages and linguistics.  Be a partner in the integrated development of the various documentation / information systems on Indian languages and linguistics in India and a feeder to similar information system.

9 Functions  National apex body for proper communication and dissemination of the Indian languages, linguistics and tribal languages.  Collect, store, organize, retrieve and disseminate information on any aspect of Indian languages / tribal languages, linguistics and interdisciplinary areas appearing in different types of recorded media and in different languages throughout the world.  NICIL will be organized essentially as a service centre. Its service will be available to scholars engaged in the study and research in the field of languages. Contd….

10  Integrate and co-operate the existing services and facilities in the country in the field of language related areas. This requires an organized system of networks among the existing research institutes, language departments, tribal institutes which would work in close collaboration with and under the guidance of NICIL.  Unpublished materials such as thesis, dissertations, reports, conference and seminar papers on linguistics and languages will be given priority. Already “Bhasha Shodh Vigyan” unit is working for the collection of thesis in the form of print and ETD’s.(electronic theses and dissertations)  Build up a national data bank / central information file in the field of linguistics and Indian languages. 11  Develop its national archives by acquiring the language samples of various Indian languages which would be preserved, digitized and made available to the scholars.  Develop Indian scripts gallery  Bring out various types of directories of voluntary agencies, tribal institutes and other organizations working in the area of languages and linguistics.  Bring out a union catalogue of periodicals.  Plan for a computerized network for the institutes, organizations involved in the NICIL.  Shall identify the information needs of Indian linguists.  Rare documents in Indian languages and linguistics will be indentified, digitized and made available to the scholars.  Consultancy services

12 NICIL Collaboration and Co-ordination Networking with State Language Institutes, Tribal Research Institutes and Bureaus, University Departments of Languages and Linguistics, CFL,CHD, ASI and others. Plans to collaborate with Library of Congress, British Library and Online Computer Library Centre (OCLC) Dublin, Ohio.

13 NICIL Initiatives  To form a committee of eminent linguists and library professionals to set the framework, guidance and directions for NICIL  To conduct workshops, seminars and conference inviting linguists and experienced eminent library professionals  To visit existing documentation centre’s in India and abroad to study their set up and activities  To exchange resources and avail information services with language institutions  To acquire theses on Inter-library loan for scanning and maintain ETD at NICIL  To acquire documents, reports, acts related to language in education, administration, political aspects etc.
