2 Program Description  Set-aside of CDBG  Circumstances are particularly urgent and unique  Condition must be of recent origin  Developed or become critical within 18 months of application  Condition must pose a serious and immediate threat to health or welfare of the community  Other financial resources are not available  Can reimburse for completed emergency repairs

3 Eligible Activities  Activities identified in the Housing and Community Development Act  Construction or reconstruction of public facilities  Water  Sewer  Street and drainage facilities  Buildings (excluding buildings for the general conduct of government)  Housing rehabilitation

4 Grant Limits and Participation Requirements  50% of project cost up to $50,000  Local Government has to provide at least 10% of the project cost  Does not cover engineering and administrative cost

5 Program Requirements  Citizen Participation  Newspaper article stating the situation and details the submission of the application to DCA  Davis-Bacon  Applicable to contracts over $2,000  Wage rates can be requested after the contract has been awarded and construction has started  Retroactive to the beginning of construction  Requires contractor clearance

6 Program Requirements (continued)  Environmental Requirements  Most projects are Exempt Must submit Environmental Review for Activity/Project that is Exempt or Categorically Excluded Not Subject to Section 58.5  Contact DCA if assistance is needed to determine level of review  Procurement  Competitive Sealed Bids  Non-competitive or “sole source” Item or service is available from only one source Urgent public need will not allow for the delay caused by advertising A number of bids were solicited, but only one response was received

7 Grant Application Submission Requirements  Narrative description of the problem  Detail description  Most recent audit  Project Budget  Identify source and uses of the required matching funding  Other Supporting Documentation  Engineering analysis, EPD documentation, evidence of additional funding, etc.
