2 What Is It? Major Big Lottery Fund investment programme Focused on supporting people with multiple & complex needs – at least two of: Homelessness Problematic substance misuse Risk of reoffending Mental ill-health Co-designed with service users and delivery agencies Strong learning and evaluation focus AIM: “SOS - ”Services – Outcomes - Systems Change

3 Why Is It Needed? Estimated number of people in Birmingham: (extrapolated from national data) Homelessness 736 Alcohol 8000 Drugs 5700 Reoffending 3588 Mental Health 1 in 4 1300 with two or more of the above 100 “deeply entrenched”

4 Not just about the numbers... These issues affect the most vulnerable members of our society We know interventions by current services are less successful if delivered without strong connections to other services The ‘revolving door’ syndrome is expensive for tax payer, for other needed services, and for the lives of individuals Soul-destroying cycle that can become harder to break free from Failure can cost lives.

5 The Birmingham partnership’s ambition: Those with complex needs will: Participate in delivering the project (Every Step of the Way) Improve their confidence and self-esteem Successfully manage their lives Maintain accommodation Stop offending Stop abusing alcohol or illegal substances Improve their mental & physical health....and services will coordinate effectively to enable the above.

6 How? Lead Workers and Peer Mentors - Participants allocated a supporting guide – now in operation More details in following presentation (Shelter, Mind, Sifa Fireside) No Wrong Door Network and Intelligent Common Assessment Tool - Made up of 15 organisations who are contracted to work together following the same processes - Members will use iCAT for recording client information, interventions, follow- up, evaluation and monitoring - Psychologically Informed Environments (PIE) training for 10 staff per agency with clinical supervision by a clinical psychologist Launching summer 2015

7 How? Outreach, Inreach and Signposting - Will reach service-users ‘where they are’ - Targets many points of transition where people can fall through the gaps (prisons, streets, hostels). Commencing Spring 2016 Every Step of the Way and Beyond the Basics - Every Step of the Way ensures full service-user involvement from beginning (programme design, staff recruitment, programme governance) Ongoing - Beyond the Basics led by experts by experience and ensures support does not ‘fall away’ as soon as services stop - Service users will develop positive peer networks and relationships, access leisure opportunities and improve access to training, volunteering and employment opportunities Beyond the Basics commences Summer 2016

8 How? Virtual Professional Hub - Web-based portal providing service information and best practice guidance to professionals working within complex needs services - Expert Panel to offer specialist support and advice Learning and Evaluation – throughout life of programme -Formative evaluation throughout life of programme -Features range of activities including national and local information exchange -Evidence based practice to inform systems change, more effective collaboration between organisations, and improvements for service users  Helps meet the overall aim of BCFT  Will enable us to make changes as we learn (and learn from you)
