3 What’s New or Clarified for 2002-2003 Affected grades are 2, 3, 4, 5, 8 Oral fluency is considered when grading students in reading English Learners in the Basic Bilingual/Dual Language Programs must also meet ELD progress Teacher justification can be used to promote a child who qualifies for retention but a conference must be held with the principal and parent At this time, the District’s Age Policy still stands but, what is best for the child as an individual is always considered first.

4 Standards-based Promotion Implementation Grades 2,3,4,5 Use of Multiple Measures of Achievement  Report Card  Performance Assignment scores in language arts  ELD Portfolio and Performance Task Interventions to Support Promotion  Classroom instruction in small groups for targeted assistance, cross-age tutors, volunteers, etc.  Extended Learning Programs (ELP) Mandatory Summer School/Intersession  Final retention/promotion determined Progress Monitored by Student Success Team

5 Criteria for Promotion – Grades 2-5 Performance Assignment score of 2 or above or Reading mark of 2 which includes a fluency mark of : –Grade 2, first grade oral fluency of 60 or above –Grade 3, second grade oral fluency of 70 or above –Grade 4, third grade oral fluency of 80 or above –Grade 5, third grade oral fluency of 115 or above Primary language reading mark of 2 or Spanish Performance Assignment of 2 or above and meet the ELD level identified for all English Learners

6 Criteria for Promotion – Grades 2-5 English Learners at ELD Level 1-4 Promotion criteria for all English Learners, regardless of program –At ELD level 1 after 1 year –At ELD level 2 after 2 years –At ELD level 3 after 3 years –At ELD level 4 after 4 years AND ELD Performance Assessment scores of 3 or 4

7 English Language Development (ELD) Progress Determined by evaluating ELD work samples Performance-based assessments CELDT data Evidence of ELD progress will be maintained in the students’ ELD Assessment Portfolio Record Parents are notified of ELD progress at each reporting period and during conferences

8 Mandatory Grades 2-5 Retention Criteria Students who are EO/IFEP/RFEP/ELD 5  Reading score of 1 and language arts performance assignment score of 1 Students who are English Learners (EL) performing at the same ELD level for more than one year (ELD portfolio documentation) and ELD performance assessment of 1 or 2 Students who are EL with waivers, in a Basic or Dual Language Program  Reading score of 1 and Spanish language arts performance assignment score of 1 and meet ELD requirement above Students with disabilities expected to meet grade level standards - IEP team makes the decision to promote or retain.

9 Standards-based Promotion Timeline 1 st Month- Parent Notification of SBP Policy Mid-point 1 st reporting period-identify students at-risk Letter to parent Establish intervention program Establish red folders Teachers document using SBP Log Mid-year- identify potential retainees and refer to SST for modifications Warning indicated on report card March thru June - Administer performance assign./ELD perf. task 2 weeks before end of school -Notification of mandatory summer school/intersession (final intersession for all tracks; must re- administer the performance assignment)

10 Required Documentation for Standards-based Promotion Enter data in SIS after each Intervention Program Standards-based Promotion Log Indicate on Report Cards At-Risk Status ELD Portfolio Red Folder Performance Assignment/ELD Performance Task Mid- and final report card for summer/intersession Student Needs Profile Assessment Records Parent Notification Letters Promotion Justification Form

11 End of Year Promotion/Retention Letter For at-risk students only Send 2 weeks prior to the end of school Classroom teacher chooses one the following to check off: The student is recommended for promotion. The 5 th grade student is recommended for promotion and will be placed in the 6 th grade Developing Readers and Writers course (promotion justification form must be completed and conference with principal, parent and teacher). The student is recommended for promotion but must attend mandatory summer/intersession program (Justification form and conference required as above). The student is not recommended for promotion at this time. Final determination will be made after mandated summer school/intersession.

12 Mandatory Standards-based Promotion Summer School/Intersession Final Summer school/Intersession (120 hrs) 20:1 class size Students meeting retention criteria Track B - C6 March 6 –April 30; 90/30 March 31 – May 9 Track C – C6 May 1 – June 28; 90/30 Feb. 18 – March 28 Track D – 90/30 May 12 – June 28 Track A July – August Traditional Summer School July - August Mid-term and final report card Re-administer performance assignment Final notification sent home at the end (for C6 Track C and 90/30 Track D intersession only; C6 track B & 90/30 tracks B and C send notices 2 weeks before end of school year, as the classroom teacher makes final decision) certified mail Notification of Appeal Process

13 Appeal Process Parents who disagree with the promotion determination are given an Appeal Form SBP Appeal Team, consisting of principal and teacher, meet with parent within 7 days of Appeal A written decision is provided within 5 days of the meeting Parent may then appeal to the Local District by completing a form which is then forwarded to the SBP Coordinator (Donna R. Simien in District G)
